본 논문은 문헌분석접근법에 의해 김일성 및 김정일 시대의 구분을 통한 문화예술정책 기조의 관점에서 북한무용의 변천과정과 특성의 고찰을 연구목적으로 설정하였다. 북한무용에 관련한 문화예술정책과 북한무용 변천에 관한 고찰을 통한 특성을 요약하면 다음과 같다. 첫째, 북한무용은 예술적 향유의 기회 제공이 아닌 정치적 목적성이 부각되는 수단적 가치로 작용하고 있다. 둘째, 북한무용은 혁명성과 투쟁성을 우선하는 주체무용의 원칙 아래 사상성 주입의 도구화로 활용되고 있다. 셋째, 북한무용은 주체무용의 완성이라는 측면에서 혁명적 사상의 계승과 선동선전의 정치성을 수반한 형식적 및 내용적 의미를 갖는다. 넷째, 북한무용은 사회주의 민족문화 건설을 위한 통치체제 유지, 당 정책노선 선전, 그리고 경제건설 선동, 대중의 사상 개조에 중핵적 수단으로 활용되고 있다. 다섯째, 북한무용은 유일지도체제의 정당성과 지도자의 위상 및 우상화를 위한 선전에 중요한 매개체로 작용한다. 여섯째, 북한무용은 60년대 이후 김일성 주체사상에 따른 주체무용을 확립함을 목적으로 민족적 형식, 사회주의 혁명적 내용, 그리고 인민생활상 반영의 요소가 부각되었던 시기이다. 일곱째, 북한무용은 김정일 시대들어 우리식사회주의 국가통치이념화에 의한 민족성 고취, 생활무용 강조, 무용의 소품화, 당 정책의 선전선동 도구화의 경향성이 나타났다. 여덟 번째, 1960년대 북한무용은 김일성 항일혁명전통의 계승발전과 김일성 유일체계 확립의 수단적 가치를 형상화하는 시기이다. 아홉 번째, 1970년대는 김정일에 의해 북한무용에 소품화, 군무화, 종합화 및 대형화의 경향성이 부각되는 시기이다. 열 번째, 1980년대 북한무용은 발전의 토대가 정비되는 시기와 아울러 대형화가 더욱 부각되는 시기이다. 열한 번째, 1990년대와 2000년대를 지나면서 북한은 정치사회 전반에 중요한 격변기를 통해 북한무용은 당성 강조와 체제선전을 지향하며 새로운 대집단예술체조 형식의 대형화가 가속화 되는 시기로 이해 가능할 것이다.
