This paper lays down three phase-based hypotheses and shows that simply by combining these, all lingering problems germane to the previous approaches to Floating Numeral Quantifiers in Korean and Japanese can be eliminated, and in fact, a variety of puzzles arising in scrambling contexts all nicely fall out. The hypotheses include two familiar concepts from the phase-based framework of the minimalist program, viz. Chomsky’s (2001, 2007, 2008) PIC2 and Abels’s (2003) version of the Last Resort, and my own proposal of Distinctness on Copies, which has been built out on the basis of Richards’s (2000, 2010) principle of Distinctness. Insofar as the current analysis can be sustained, it will then supply empirical evidence in support of such theoretical assumptions that this paper employ, while further clarifying some residual problems left thereafter.
