‘Politics’ can never be excluded from human society because politics plays the most essential role in development and the transition process regardless of whether that role is positive or negative. The Korean public distrusts politics and the political system, but this low trust is not a recent phenomenon. Confrontations and conflicts based on particular groups and political factions must be urgently addressed and solved. Low credibility and high distrust cannot be fixed with proper policies and improving the efficiency of government administration. National policy and government administration need to be continuously adjusted to fit the environment and changing trends. To increase the level of trust in Korean politics, a fundamental approach is required. There are several ways to restore public trust in Korean politics, such as improving the efficiency of the political system or addressing welfare issues, the primary concerns of the people, along with creating a clear and transparent decision-making process, and reforming or restructuring the current two-party system. Fundamentally, however, the restoration of trust in the Korean political system requires ethical behavior. Restoring trust by improving ethics will be difficult to achieve in a short period of time; it is the most realistic alternative over time, however.
인간사회에서 ‘정치’ 현상은 결코 배제될 수 없는 필수적이고 당연한 현상이다. 인간사회가 긍정적이든 부정적이든 발전과 변화를 시도하고 경험하는 과정에서 정치의 역할이 가장 핵심적인 까닭이다. 한국 정치에 대한 낮은 신뢰도는 분명히 어제와 오늘에 형성되지 않았다. 한국 국민들의 정치와 정치체제에 대한 불신, 대표적으로 정파와 특정 집단과 보스를 중심으로 한 대립과 갈등은 시급해 해결되어야 할 과제이다. 낮은 신뢰와 높은 불신은 정책의 타당성이나 국정운영의 효율성 제고로만 해결될 수 없다. 정책과 국정운영 방식은 시대의 흐름과 환경의 변화에 따라 계속 새로운 모습으로 거듭나야 하기 때문이다. 한국정치에 대한 신뢰를 끌어올리기 위하여 보다 본질적 접근이 요청된다. 한국정치가 국민들로부터 신뢰를 회복하는 방안은 정치체제의 효율성을 제고하거나, 국민들의 일차적 관심사인 복지증진문제, 맑고 투명한 정책결정과정과 결과 제고, 양당제로부터 진보정당의 재도약 또는 재구성을 통한 국민관심의 제고 등 여러 가지로 모색될 수 있다. 그러나 근본적으로 한국 정치체제와 제반 정치행위에 대한 신뢰는 윤리적 차원에서 개선되어야 한다. 윤리적 차원에서 신뢰회복시도는 단기간에 긍정적 효과로 이어지기 어렵지만, 완급을 조절하면서 국민들의 마음을 얻을 수 있다면 가장 현실적 대안이 될 수 있다.
