도덕과 교육의 목표가 명확해야 도덕과 교육의 내용과 도덕과 교육의 방법, 그리고 도덕과 평가가 바르게 이루어질 수 있다. 이런 관점에서 이 논문은 2007년 개정 도덕과 교육과정이 설정한 초등 도덕과 교육의 목표로서의 도덕성이 뜻하는 바가 무엇인지를 분석적으로 고찰하고자 하였다. 2007년 개정 도덕과 교육과정은 제7차 도덕과 교육과정과 마찬가지로 통합적 접근 내지는 덕교육적 접근을 기조로 하여 초등도덕과 교육의 목표로 도덕성을 설정하고 이를 분석적으로 지, 정, 행의 세 영역으로 구분하여 각 영역에 속한 요소를 두 개씩 제시하고 있다. 이 논문에서는 도덕성의 인지적 요소의 핵심을 도덕적 사고력 하위 요소로 이해하고 이에 속하는 하위 요소를 도덕적 이해력, 도덕적 추론 능력, 도덕적 판단 능력, 도덕적 의사 결정 능력으로 세분화하여 고찰하였다. 초등 도덕과 교육의 목표가 무엇인가를 분석적으로 고찰하는 것은 초등도덕과 교육을 한 단계 이끌어 올리는데 꼭 필요한 연구일 것이다.
