우리나라의 경우 국가적 차원에서 인적자원개발회의의 운영 및 국가인적자원개발기본계획을 수립하고, 특히 지역인적자원개발과 관련해서는 교육인적자원부를 중심으로 중앙차원의 인적자원개발지원센터로 한국직업능력개발원을 선정하여 인적자원과 관련된 각종 정책 및 연구들을 진행하고 있다. 한편, 지역인적자원개발과 관련해서 중요한 것 중의 하나는 인적자원개발 관련 각종 지표 및 지수를 개발하고 이를 체계적으로 축적하는 것이라 할 수 있다. 본 연구에서는 2002년 한국직업능력개발원에서 개발한 한국의 인적자원개발지표를 바탕으로 지역인적자원개발 지표 및 지수를 개발하고자 한다.주요용어 : 인적자원개발지표, 인적자원개발지수, 계층적분석, 상태공간모형.
Recently there are many concerns about developing the indexes and indicators in Human Resorce Developments. In Korea, the human resource development indexes and indicators produced by the Korean Research Institute for Vocational Education and Training have been regarded as representing model human resorce development indexes and indicators. However, KRIVET's indexes and indicators also have limitations, such as a lack of region-specific information and a lack of attention to social capital. Then, we propose the regional indicators in Human Resource Development of Busan and new indexes based on the regional indicators.
