Study on ‘Neutrality’ and ‘Professionalism’ in Developing the National Curriculum ― Centered on Discussion on Integration of Social Studies ― Kim, Sung-Ja In this thesis, it was analyzed what kinds of effects the 'neutrality' and 'professionalism' create during the process of the national curriculum development focusing on the general curriculum and the discussions on the integration of social studies. 'Neutrality' and 'professionalism' have considered as the fundamental issues of the selection and elimination deciding who should develop the general curriculum. The ways of the current discussions of the integration of social studies make it impossible to deal with the serious theoretical discussion, reducing the aspect of the conflict of 'professionalism' to the ones of 'neutrality'. As a result, the achievements of the subject matter researchers are not reflected and their roles are only focused on the subject matter curriculum. In other words, the 'neutrality' and 'professionalism' strengthen only exclusivity of each territory, the curriculum theory and the subject matter theory. The problem of this matter is that history curriculum is distorted.
