1989년 WHO(세계보건기구)는 사회곳곳에서 발생하고 있는 안전문제를 해결하기 위한 방안으로 지역사회 구성원과 지역사회 내 기관 모두가 함께 참여하여 안전문제에 대응하는 안전도시 프로그램을 개발하여 실시할 것을 주창하였다. 우리나라에서는 그동안 이러한 국제적 추세에 발 맞추어 개별적으로 경기 수원시, 서울 송파구, 충남 천안시, 강원 원주시, 제주특별자치도 등 총 5곳에서 안전도시 프로그램을 도입하여 지역사회에서 발생하는 안전문제에 대처해 왔다. 그러나 안전도시 프로그램이 일반적으로 지역사회에서 발생하는 모든 안전사고 분야를 대상으로 하고 있음에도 불구하고, 우리나라 일부 실시 지역에서는 범죄예방영역은 경찰에 의해서만 다루어지는 분야로 간주하여 안전도시 프로그램에서 적극적인 범죄예방활동 개념을 포함하지 않고 있다. 뿐만 아니라 범죄예방영역을 안전도시 프로그램에 포함시킨 지역에서도 범죄예방영역에 있어 경찰의 참여를 간과하고, 경찰에 의해 운영되는 범죄예방 프로그램을 전체적인 범죄발생을 감소시키기 위한 CCTV 설치 및 감독과 같은 매우 한정적인 프로그램 실시에 머물러 한정하여 범죄예방영역에서 높은 효과를 거두지 못하고 있다. 이에 본 연구에서는 국내 안전도시 프로그램의 초기 실시지역인 수원, 천안, 제주, 송파, 원주를 중심으로 우리나라 안전도시 프로그램의 현황을 검토하여 현재 안전도시 프로그램에서 경찰의 범죄예방활동이 소홀이 다루어지고 있음을 지적하고, 이를 개선하기 위한 방안으로 전담부서의 설치, 네트워크의 활성화, 경찰조직 내 통합안전정보망 구축, 효율적인 프로그램 운용 및 활성화, 프로그램 평가 시스템의 구축, 한국형 안전도시 시스템 구축 등 6가지 방안을 제시하여 안전도시 프로그램을 통한 경찰 범죄예방활동의 활성화를 도모하고자 하였다.
In 1989, WHO(World Health Organization) advocated to conduct the Safe Community Program with participation of every members and organizations in community as a way of responding to safe쇼 issues occurred throughout the whole area. Keeping pace with international trend, we have been cope with these security problems by introducing Safe Community Program to total of five cities, Suwon in Gyeonggi, Songpa-gu in Seoul, Cheonan in Chungnam, Wonju in Gangwon, and Jeju Island. Despite Safe Community Program generally sets its targets at every problematic areas in the society, some conducted areas in our country regard crime prevention activities as the field that can be covered only by the police, not including concepts of active crime shield. Moreover, even in the region where includes the crime prevention area to Safe Community Program, police involvement is overlooked, and police-run crime prevention plans are very limited to install and monitor CCTV for reducing overall criminal offense which has not been effective in the area of crime. In this study, by reviewing the current status of Safe Community Program, mainly focused on its initial implementation areas, which mean Suwon, Cheonan, Jeju, Songpa, and Wonju, neglected police crime prevention activities in program will also be pointed out. Moreover, as strategies to improve it, six general strategies of task force installation, enabled network activation, establishment of the Integrated Safety Information Network in the police organization, effective program management and invigoration, program evaluation system construction, and Korean Safe City System building are proposed as well as promoting crime prevention activities through the Safe Community Program.
