우리나라의 경우 외국의 노동자 수요의 증가 그리고 국제결혼 등으로 결혼이주여성 등의 증가로 인하여 그 어느 때보다 빠르게 다문화사회로 전화되어가고 있다. 역사적 배경으로 인해 미국과 유럽 등의 외국에 비해 다소 다문화사회로의 진입과 전환이 늦은 것처럼 보이지만 그 속도만은 다른 나라에 비해 빠르게 진행되고 있기 때문에 많은 긍정적 측면과 동시에 부정적인 기능을 내포한다고 볼 수 있다. 따라서 다문화사회로 전환되면서 나타날 수 있는 여러 가지 문제 중 특히, 다양한 문화와 언어적 차이로 인해 발생 될 테러에 대하여 적극적인 대응 마련이 필요하다. 따라서 이 연구에서는 외국의 다문화사회의 전환과 관련되어 발생 되어진 테러의 사례를 분석하고 이를 통한 테러에 대비한 경찰의 대응방안을 다음과 같이 제시하였다. 첫째, 다문화사회에 적합한 경찰의 대응전략을 위해서는 경찰의 치안활동에 있어서의 사전 예방적인 역할이 수행되어져야 하며, 둘째, 경찰과 다문화지역사회의 친밀감 형성을 통한 상호교류가 확대되어야 한다. 셋째, 다문화사회의 테러에 대비한 적합한 사회안전망의 구축이다. 이를 위해서는 우선, 경찰과 민간경비의 지속적인 상호연계를 통하여 테러에 대한 정부를 수집 및 분석하여 교환하고 정기적인 교류를 통하여 다가올 테러에 대비하기 위한 방안을 모색해야 한다. 그 다음으로는 테러방지법의 제정과 조직구조의 개편이 이루어져야 하며 마지막으로는 테러에 대한 사전대비와 사후진압에 관한 협력 체제를 구축해야 한다. 따라서 이 연구는 다문화사회의 전환에 따른 테러에 대비한 경찰의 역할에 대한 선행연구로서 다문화사회의 전환에 따른 경찰의 역할을 인식하고, 이에 대한 방향을 제시하는데 의의가 있다.
In the case of Korea, we have rapidly become multi-cultural society than any time because of the increase in demand on foreign workers and immigrant spouses by international marriage. It seems that we are a little late to enter and transform to multi-cultural society than other foreign countries such as The United States and The United Kingdom due to the historical background, but have made rapid progress than others which make it include lots of positive and negative aspects at the same time. Therefore, it is needed to prepare to cope with the various matters, especially the terror possibly caused by discrimination on the foreigners due to multifarious culture and the different language, as transforming to multi-cultural society. For that reason, in this study we analyzed the examples of terror occurred in connection with the transformation to multi-cultural society in foreign countries and presented the police's counterplans against terror through the analysis as follows. First of all, preventive role in policing is needed to be done for police's counterplans which is suitable for multi-cultural society. Second, we have to extend interaction by forming intimacy between police and multi-cultural community. Third, it is needed to establish the proper social safety network against the terror of multi-cultural society. To achieve this we need to collect, analyze and exchange the information about terror through continuous interrelation between police and private security and grope the plans against the upcoming terror through long-term exchange. Then, enactment Anti-terrorism law and reorganization of organizational structure need to be done. Lastly, we have to construct cooperative system of the preparation and suppression against terror. Therefore, this study has significance to recognize the role of police and propose the direction to a change of multi-cultural society as a advanced research on the role of police against terror according to the transformation to multi-cultural society.
