최근 여성을 대상으로 하는 강력범죄가 지속적으로 발생하고 있다. 이는 여성에게는 물론이고 전 국민적인 불안심리가 고조되는 것으로 우리 사회의 심각한 문제라고 볼 수 있다. 이에 본 연구는 우선 여성을 대상으로 하고 있는 관련 범죄에 대해 이론적인 고찰을 시도하였다. 그리고 여성을 대상으로 발생되는 강력범죄에 대한 실태를 분석하고, 그와 관련된 현재의 대응 활동을 살펴보았다. 이를 토대로 여성을 강력범죄에서보호할 수 있는 개선방안에 대해서 제언하였다. 여성을 대상으로 한 범죄 연구들은 크게 성폭력 및 가정폭력에 대한 여성 안전연구, 여성의 포괄적 생활 안전에 관한 연구, 여성의 성별 특성에 따른 연구가 진행되었다. 범죄의 피해 실태를 분석한 결과, 여성은 성폭력, 강도, 살인, 방화에서 피해가 높은 것으로 나타났고, 특히, 가정 폭력 및 성매수에 취약한 것으로 나타났다. 여성을 위한 범죄 대응 활동은 각 지역사회 및 관련 기관별로 대안을 마련하여운영하고 있었다. 그렇기 때문에 단기적인 활동 문제, 홍보 및 전파의 부족, 보급의부족, 조직에 따른 개별적인 시스템 구축 문제가 확인되었다. 이에 대한 대응시스템의 제언 사항은 다음과 같다. 첫째, 지역사회를 중심으로 하는 통합위원회를 구축할 필요가 있다. 둘째, 여성 범죄에 대한 인지 채널의 구축이다. 셋째, 관련 기관의 퇴직 경력자를 활용하는 방안이 필요하다. 넷째, 통합적인 교육 훈련 프로그램이 마련되어야 한다. 다섯째, 홍보 수단의 다양화이다.
Recently, violent crimes take place against female continuous. This had to be heightened anxiety to the whole citizens as well as female can be seen as a serious problem in society. This study attempted to theoretical study about the crimes that target female. And this study is to examine the situation and response activities of violent crime, and suggestions for improvements. The study on female crime were discussed for the safety sexual and domestic violence, life safety comprehensive, gender characteristics of the female. A result of analyzing the actual situation on crime, women were higher victims of sexual violence, robbery, murder, and arson and especially they were vulnerable domestic violence and prostitution. Response activities on female crime were operated by providing alternatives in each related organization and community. Thereby, Short-term activities problems, lack of supply, promotion and propagation, the individual organization system construction problems has been identified. In this regard, the corresponding system is proposed as follows. First, the Integrated Committee centered on the community. Second, the construction of the recognition channel for female crime. Third, there is a need for a plan to utilize retiree of related organization. Fourth, the preparation of integrated training programs. Fifth, promoting the diversification of the methods.
