경찰의 지속적인 노력으로 불법폭력 집회시위는 다행히 지난 10년간 감소 추세를보이고 있으나 이러한 경찰의 노력이 실제 불법폭력 집회시위를 예방, 억제하는 데에어느 정도 영향을 미쳤는지에 대해서는 그 성과를 명확히 측정할 수 있는 지표가 마련되어 있지 않은 상태이다. 그런 이유로 이 연구는 경찰의 집회시위 관리 노력과성과를 보다 객관적으로 측정할 수 있는 지표를 마련하고자 하는 데에 목적을 두었다. 현재 경찰에서는 ‘집회 1천 건당 불법폭력시위 건수’를 성과지표로 설정하여 경력대응 집회 건수 가운데 불법폭력시위 건수를 ‘불법폭력시위 발생률’로 하여 측정하고있는데, 이러한 지표에는 경찰의 불법폭력 집회시위 예방 및 억제 노력, 즉 ‘과정지표’가 포함되어 있지 않은데다 불법 및 폭력 집회시위 발생의 다양한 원인 가운데 경찰만의 귀책에 대해서도 별도로 고려되지 않고 있다. 제안컨대 현행 집시법에서 집회와 시위를 구분 규정하고 있고, 다양한 불법과 폭력 유형 역시 구분하고 있는 만큼 성과지표에 있어서도 이를 구분하여 범주화 할 필요가 있고, 현행 성과지표의 하위 구성요소에 대해서도 재검토를 통해 투입・활동・ 산출・결과요소, 즉 집회시위 관리를 위해 투입된 동원경력을 비롯하여 인권보호를위한 교육훈련, 국민 불편을 최소화하기 위한 대국민 홍보와 불법행위에 대한 사법처리 활동 등 경찰의 집회시위 대응 노력도와 이러한 노력을 통해 결과로서 나타나는국민들의 준법시위문화 정착에 대한 인식까지를 포함하는 지표로의 개선이 필요할것이다.
One important aspect of national response to protest is the policing protest, which we define as the police management of protest events. Fortunately, due to the continuous efforts of police, the events of violent protest have been reduced in the past ten years. However, it is not clear that its efforts of policing protest have impact on decreasing and deterring violent protests. This study aims at making performance indicators for managing protest events. Recently, police uses the number of violent protests per 1,000 protests as performance indicators and measures the number of protests which police forces deal with. But this indicator has significant problems in that it does not include process indicators which may deter the violent protest and it does not recognize the responsibility of police forces among the varieties of violent causes. We suggest that the police should think of the sub-dimensions of police performance for policing protest such as input, activity, output, and outcomes which include the number of police forces handling of protest, the number of employee training for protecting human rights such as assembly and demonstration, the police public relations for reducing citizens inconvenience, police efforts for arresting the violent protesters, and the citizens’perceptions of peaceful protests.
