미국의 코스트 가드는 재무성(Secretary of the Treasury) 소속의 Revenue Cutters 로 1790년에 창설되어 1915년에 인명구조기관(Life-Saving Service)과 밀수단속기관(Revenue Cutters Service)이 통합되어 코스트 가드(Coast Guard)로 재탄생되었다. 미국의 참전한 모든 전쟁에 참여하였으며, 2001년 9.11 테러이후 국가안보관련 정보기능이 강화되었다. 본 연구는 9・11 테러 이후 미국 정보기관의 변화를 분석해 보고, 미국 코스트가드의 인텔리전스 활동을 검토하여 우리나라 정보기관에의 적용가능성을 제시하고자한다. 본 연구의 주요내용은 미국의 정보공동체, 미국 코스트 가드의 조직과 활동, 미국 코스트 가드의 인텔리전스, 시사점과 결론이다. 미국 코스트 가드와 유사한 우리나라의 기관은 국민안전처의 해양경비안전본부이다. 해양경비안전본부의 정보기능은 세월호 사건이후 조직이 대폭 축소되었는데, 해양경비안전본부의 정보기능의 보완하고 개선해야 할 부분에 대하여 검토하고자 한다. 미국의 17개 기관 정보공동체(Intelligence Community)는 외교관계와 미국의 안전을 보호하기 위하여 필요한 정보활동을 수행하기 위하여 협력하며, 개별적으로 활동하는 17개(DNI 포함)의 정부기관이다(U.S. Coast Guard Publication 2-0, 2010: 8). 정보공동체와 그 구성기관의 역할과 책임은 집행명령 12333(EO 12333: Executive Order 12333)에 규정되어 있다. 미국의 제도를 분석하여 우리나라에 도입하기 위한시사점을 찾고자 한다. 도입과 관련한 제언으로는 다음과 같다. 첫째, 우리나라의 경우에도 외국선원, 외국선박이 빈번하게 출입하는 인천항과 부산항에 국제범죄, 테러 등이 발생할 수 있으므로 이에 대한 대비책이 필요할 것이다. 가칭 국제범죄 및 테러 정보분석센터 혹은 국제범죄 및 테러 정보분석실이 설치하는것도 고려해 보아야 할 것이다. 둘째, 18개의 교통관제센터에서는 선박의 입출항 및 항해내용이 자동적으로 표시되고 있으니 이런 선박정보를 기초로 하면서 다른 해상정보활동과 연계된 해상안전항해의 고품질 정보를 가공할 수 있을 것이다. 셋째, 개항에 출입항하는 외국선박, 외국인, 연안에서의 선박에 대한 선박동정정보를 수집하여 항만테러 등 우리나라에 위해를 가할 수 있는 위험에 대하여 대비하는 역할을 수행해야 할 것이다.

Founded in 1790 by Alexander Hamilton, the first Secretary, to combat illicit shipping in and out of U.S. ports and along U.S. coasts. The Coast guard had very humble beginnings with a fleet of ten Revenue constructed for what would be named the Revenue Marine Service, predecessor of the modern-day Coast Guard. In 1915, through being Integrated of Life-Saving Service and Revenue Cutters Service, Coast Guard was created. The Coast Guard has participated in every war in USA’s history. Especially after 9. 11. terror, the Coast Guard has almost brought the Coast Guard back to its intelligence related work of WWⅡ. In the summer of 2008, the commandant of the Coast Guard announced a partnership with Naval Special Warfare. This study aims to provide suggestions for future Korea Coast Guard organization. The primary contents of this study are Intelligence Community of U,S.A., organization and Activities of U.S. Coast Guard, the intelligence of U.S. Coast Guard, suggestion and conclusion. Maritime guard and safety headquarters of public safety and security Ministry out of Korea government agencies is much the same to U.S. Coast Guard. After Sewol Ship accident, the intelligence function of Maritime guard and safety headquarters was reduced largely to small size organization. therefore, this study examines intelligence functions of Maritime guard and safety headquarters, and suggests to alternatives for the supplementation and improvement of organization sides.
