중국 경찰과 관련된 선행연구가 찾아보기 힘든 연구 실정에서 중국의 각 지역마다 설치, 운영되고 있는 지역별 경찰대학 등 경찰교육기관을 중심으로 중국경찰의 교육제도 및 입직제도를 살펴보기 위하여 연구를 진행하였다. 중국은 1949년 건국 이후, 복잡한 국내 치안환경을 정돈하고 사회질서를 유지할 수 있는 경찰력을 키우기 위해 중앙 또는 지방에서 재직경찰관훈련기관인 공안간부학교들을 설립하기 시작했다. 처음에 재직경찰관훈련만 담당했던 공안간부학교들은 시대변화와 경찰조직의 발전에 따라 명칭과 기능이 계속 바뀌고, 결국 오늘날 고등학력교육과 재직경찰관훈련 이원적인 기능을 담당하는 공안대학(교)으로 성장했다. 공안대학 졸업생 대상에 한하여 경찰공무원을 채용하던 과거 시대에 공안교육의 규모는 계속 확대되면서, 전문학사, 학사, 석사, 박사까지 다양한 학력과정이 완비된 전문교육체제로 발전해왔다. 그러나 2000년대에 들어 공무원시험제도 도입, 경찰 사회공개채용의 비중증가 등 추세에 따라 공안대학졸업생의 경찰 입직률이 낮아지고, 공안교육의 장점과 특수성도 약화되면서 기존 공안교육제도를 보완하고 발전시키기 위한 목적으로 각 공안대학교에서는 혁신 시도를 모색하기 시작했다. 지방 공안대학교에 의한 혁신은 크게 학력교육중심 및 경찰직업 전문교육중심 두 가지 방향으로 나눠지며, 2008년도부터 중앙정부가 주도하는 정법간경모집배양체제도도 역시 정법(政法)인재육성의 새로운 방향을 제시해준다.
The education and training of police is the most important process to assure the efficiency of police organization. China began to built its police education & training system for training qualified police force to maintain the public order and security from 1949 since the founding of People's republic of China. Police Cadre schools were founded in most provinces or built by central government from then on. Initially, the function of Police Cadre school was job training of police officers. Along with changes of the times historically, Police Cadre school changed its name and function for several times. Today, the past police Cadre schools have developed into police colleges which with dual function, higher academic education and police job training. In the past, graduating from a police college was the only way to become a police officer. It caused an expansion of police education system which contained courses of bachelor, master, and doctor. However, influenced by the introduction of Civil service exam in 2000, and a growing number of public police recruitment, employment rates of police colleges were decreasing. As a result, the advantage and specificity of police education system were weakened by these changes. Therefore, in order to compensate the defects, each police college did efforts to explore an innovation attempt. These efforts can be concluded as two ways, concentrating on higher academic education or job training for probationary police officer. In 2008, a new recruiting system of police officer, prosecutor and court official was developed by Chinese central government. It also pointed out a new direction of the changing police education system.
