It is because I believe that the noninterference policy as possible is the best way to establish the peaceful culture of assemblies and demonstrations that I have written this study. I think a peaceful assembly and demonstration is produced by democratic citizenship, which is improved through regulation and responsibility by autonomous citizens. In democratic society, the standard of prohibition or dispersion of assemblies and demonstrations by police should be the violence of assemblies and demonstrations in themselves, not of an individual violent act by participants. It strongly asks for the application of the clear and present doctrine in law enforcement. From this viewpoint I assert the amendment of the Assembly and Demonstration Act, which contains the several broad and uncertain provisons for the precautionary dispositions by police.
