1997년에 행해진 지상파 디지털TV(이하 DTV) 전송방식의 정책결정과정에 대한 논란은 전문적 정책 영역에 속하는 방송기술정책이 공론장의 이슈가 되었다는 점에서 방송정책학적 의미를 지니며, 아울러 방송기술정책결정요인에 대한 체계적 연구의 필요성을 부각시킨다. 이같은 정책적 상황 하에서 지상파 DTV의 정책결정과정과 전송방식에 대한 논란의 쟁점 사항들에 대해 정책평가이론적 차원에서 분석하고, 지상파 DTV 전송방식의 결정 요인을 국가주의적 패러다임에 의해 고찰하였다.


This study explores Korean terrestrial digital TV policy making process in aspects of policy evaluation theory and techno-nationalism paradigm. Korean government decided to adopt it's technology standard as ATSC 8-VSB(American terrestrial DTV transmission standard) in 1997. And Korean terrestrial broadcasters have started transmitting DTV signals in the Seoul metropolitan area from Nov. 2001. But Since the Korean Broadcasting Engineers and Technicians Association (KOBETA) offically criticized the technical defects of ATSC in July 2000, the terrestrial DTV standard disputes is spreading to even many NGOs. The public dispute about technology standards is the first time in Korean broadcast policy history. Their assertions can be summarized in two parts; one is the government policy making process had been taken irrationally, the other is the DTV standard must be changed into the DVB-T COFDM(European terrestrial DTV transmission standard). Under this deadlocked policy situation this study examined how the DTV standard was adopted in 1997 and what were the key factors in the decision making process. Data were collected through the government official documents and interviews of 13 the persons concerned at that time. The DTV transmission standard was decided unanimously by the members of Korean Terrestial DTV Drive Council organized in 1997. But the internal decision making process was not so rational. Two factors were most importantly regarded in deciding the ATSC standard. One is DTV monitor ability and the other is DTV time schedule of MIC(The Ministry of Information and Communication), the authoritative body in charge of technical brodcast regulation in Korea. That results can be interpreted as emergence of the influence power of electric home appliances companies in broadcast policy field. But more important meaning can be find in that it is the result of the techno-nationalism since mid-1990s in Korea.
