이 글은 세계화가 객관적으로 현존하는 실체이거나 혹은 일정한 방향이나 틀에 조응하는 양상으로 구성되어야 한다는 목적론적 입장이 결국은 특정 국가나 지역의 이해관계를 반영하는 담론적 구성체임을 밝히고자 하였다. 나아가 이러한 특정한 입장, 특히 신자유주의적 세계화 담론에 대해 개별 국가나 지역 차원의 창발적이며 지속가능한 공론장의 확보, 그리고 구성원의 삶과 문화의 질을 담보하는 공공성의 조건을 적극적으로 추동하려는 절충적 세계화의 가능성에 대해서 논구하였다. 이를 위해 푸코의 통치성 개념을 차용하여 세계화를 접합하기 위한 국가의 담론정치, 그리고 또 이것이 구체적으로 지역적 문화정경에 어떤 변화를 가져왔는지에 관해 문화연구와 국제커뮤니케이션의 맥락에서 한국의 사례를 중심으로 논의하였다. 이 글은 세계화를 둘러싼 상이한 이데올로기들이 경합하는 담론정치, 가령 신자유주의적 낙관주의, 좌파적 비관주의, 그리고 이를 절충적으로 추동하기 위한 국가의 통치성에 초점을 맞추었다. 이를 통해 세계화를 둘러싼 다기한 담론정치와 지형학의 역동성을 밝히고, 새로운 세계화에 대한 가능성을 모색함으로써 향후 학문적 논의의 지평을 확장하기 위한 이론적이며 탐색적 연구를 지향하였다.
The purpose of this essay is to argue against one dimensional and overarching rendition of the cultural globalization. The role of institutions, especially state intervention in the cultural realm has been a controversial topic for communication studies. Futhermore a dramatic upsurge of neoliberal paradigm in the last two decades has glorified the virtues of unregulated global market economy, and such discourses as “end-of-history” has ideologically strengthened deregulation and economic and cultural privatization. Both neoliberalist and leftist scholars have argued that the state is obsolete, powerless, or incompetent as a decision maker in an age of globalization. By contrast, my aim is to provide a fuller understanding of the complex political economy of a local as well as global culturescape, and to offer a more nuanced analysis of the role of the state in cultural transformations, by focusing on the case studies of three South Korean governments. Specifically, I explore interventions by the state in transforming the scene of local and global culturescape, mainly utilizing Foucauldian discourse theory focusing on his concept of governmentality in actively articulating the discourse of globalization in a context-specific way.
