이 연구는 언론사의 보도태도나 현실을 바라보는 틀을 분석하는 뉴스 프레임 분석에 보도가 되지 않은 무보도 사안을 고려해야 당해 언론사의 지향이 완전히 분석될 수 있다는 견해를 뒷받침해 보이고자 했다. 신문과 방송의 겸영을 허용한 미디어법의 국회 처리과정에 대한 헌법재판소의 무효청구 기각 결정 시기에 『경향신문』, 『동아일보』, 『조선일보』, 『한겨레』가 보도한 신문 기사를 중심으로 뉴스 프레임 분석을 했고, 보도하지 않은 기사를 중심으로 무보도 프레임 분석을 실시했다. 뉴스 프레임 유형으로는 총 4개의 차원에서 8개의 프레임을 추출할 수 있었다. 『동아일보』, 『조선일보』는 헌재 결정에 대한 유효 강조 프레임, 산업과 다양성 동반성장 프레임이 우세했다 『경향신문』과 『한겨레』의 경우에는 헌재 결정에 대한 무효 강조 프레임, 정치권 책임 부각 프레임, 산업과 다양성 동반몰락 프레임, 입법부 재논의 촉구 프레임이 나타났다. 반면 신문별 보도하지 않은 사건의 비교를 통해 추출한 무보도 프레임 분석결과, 『조선일보』의 경우 새로운 의제 설정으로 국면을 전환하려했고, 『동아일보』는 문제제기들을 협애화하려했고, 『경향신문』과 『한겨레』의 경우는 문제제기의 무오류를 주장하는 모습을 볼 수 있었다. 결과적으로 무보도 프레임 분석을 통해 보도 프레임으로는 볼 수 없었던 매체의 의도를 더 찾아 낼 수 있어 무보도 프레임이 프레임 분석을 일정수준 보완할 수 있음을 확인했다.
This study seeks to support the view that unreported news should be factored into news frame analysis in order to fully examine the media's reporting stance or issue perception in addition to the media's direction. A frame analysis was conducted of both news coverage and unreported news by the Kyunghyang Shinmun, the Donga Ilbo, the Chosun Ilbo, and the Hankyoreh over the Constitutional Court's ruling to dismiss the nullification claim on the National Assembly's approval process of the media-related legislation. The legislation for amending the Newspaper Law and Broadcasting Law allow the cross-ownership between newspaper and broadcasting companies. Eight types of news frames were extracted from a total of four news frames through frame analysis. The Donga Ilbo and Chosun Ilbo’s news frames emphasized the efficacy of the National Assembly's approval process with a simultaneous emphasis on the growth of the media industry and diversity of news sources. The Kyunghyang Shinmun and Hankyoreh’s news frames emphasized the illegality of National Assembly’s approval process and responsibility of political bodies with a simultaneous emphasis on the mutual collapse of the media industry and diversity, in addition to a call for the National Assembly to reopen discussions on the media law reform bills. A frame analysis of unreported news revealed the following news frames: the Chosun Ilbo tried to put forth new agenda in a bid to make a breakthrough, the Donga Ilbo played down the issue, and the Kyunghyang Shinmun and the Hankyoreh insisted that raising issues with the approval process was a fair response. Compiling the reporting and non-reporting frame analysis resulted in more clearly revealing the media’s variation in reporting stance on a given issue, and previously undiscovered factors in news frame analysis were also found.
