이 연구는 한국전쟁이 시작된 직후 미군의 대한반도 심리전을 위해 출현해 1971년 방송이 종료된 VUNC(유엔군총사령부방송 Voice of United Nations Command)의 1960년대 운영과 폐쇄과정을 고찰하여, VUNC의 역사적 의미에 대해 고찰하는 것을 목적으로 한다. 이를 위해 당시 VUNC의 방송목표와 역할은 무엇인지, 어떤 조직체제로 운영되었는지 살펴보았다. 또한 어떤 문제들이 제기되고, 어떤 요인들이 영향을 미쳐 완전 폐쇄되었는지 고찰했다. 연구 결과 VUNC는 1950년대 세계적으로 냉전체제가 심화되면서, 미국이 북한과 북한에 주둔했던 중국 인민지원군 및 중국 본토에 대해 반공 심리전을 전개하고, 한국에 대해서는 미국과의 관계를 더욱 밀접한 상태로 만들면서, 남한 청취자들에게 미국에 대해 우호적인 이미지를 형성하기 위해 운영한 심리전 방송이었다. 그러나 1960년대 들어 미국 관계기관에 의해 VUNC의 존속 필요성에 대해 회의적인 의견들이 제기되기 시작했다. 1969년 7월 발표된 닉슨독트린은 VUNC 폐쇄를 결정하게 한 가장 중요한 요인이었다. 결국 VUNC는 미국의 극동과 태평양지역의 군사정책과 심리전 정책의 틀 안에서 한국전쟁이 휴전된 이후에도 계속 운영되었으나, 1960년대 말 미국의 대외 정책과 상황이 변화하면서 1971년 6월 30일 폐쇄되었다.
This study aims to review the course of operation and closedown of the Voice of United Nation Command(VUNC) after the Korean War, which was established for psychological warfare on the Korean peninsula by the U. S Army just after the outbreak of war and ended its broadcasting in 1971, and to consider the historical meaning. For the purpose it examined the target of broadcasting of the VUNC and its organization system. And also reviewed what problems was raised and what factors affected on the complete closure of broadcasting. As result of study the VUNC operated for the psychological warfare as the cold war structure was world-widely intensified since 1950s, that is, it performed the anti-communist psychological warfare toward North Koreans, China People's Volunteers in the North and Chinese while toward the listeners of the South it operated to form a friendly image for the United States under the close relation between them. But since 1960s it began to raise skeptical views on the necessity of its existence by the organs concerned. The Nixon Doctrine announced in July, 1969, was the most important factor to determine the closedown of the VUNC. The VUNC continued to operate even after the cease-fire agreement under the military and psychological warfare policy in the Far East and the Pacific area, but it was finally terminated on June 30, 1971 as the foreign policy and circumstance of the U.S.A was changed after 1960s.
