본 연구에서는 국내외 안전보건경영시스템 관련 문헌 및 자료 수집, 국가별 자율안전보건 경영과 관련한 제도와 정책 현황, 운영 실태 및 주요차이점 등 특징을 파악하고 안전보건경영시스템과 관련한 선행 연구를 조사하였다. 아울러 안전보건경영시스템 인증 사업장의 업종별, 규모별 등 인증취득 현황을 살펴보고 인증취득 사업장에 있어서 안전보건경영시스템 구축시 재해감소 효과 및 경제적 이득 등의 상관관계를 분석하였다. 2011년도 1년 동안 안전보건경영시스템 심사를 받은 사업장의 심사단계별 심사결과 1,105건에 대하여 업종별, 규모별, 지역별, 인증기준별 상세한 분석을 통하여 안전보건경영시스템 실행과 관련한 문제점을 파악하고 취약요소를 찾아냄으로써 효과적인 개선방안을 모색 하였다. 또한 인증심사원을 대상으로 안전보건경영시스템 운영과 관련한 설문조사를 실시하여 국내 사업장의 안전보건경영시스템 운영 실태 파악을 통한 향후 발전방향을 제시하였다. 본 연구를 통하여 분석한 결과, 안전보건경영시스템 인증 사업장의 평균 재해율이 우리나라 전체업종 또는 제조업종 평균에 비하여 현저하게 낮게 나타났으며, 인증 취득 전과 후의 재해율을 비교한 결과 인증취득 후에 평균 20% 내외의 재해 감소 효과가 있었다. 또한, 1,105개 사업장의 인증 심사단계별 분석 결과 전체적으로는 적합이 729개소(66%), 부적합이 376개소(34%)로서 적합이 부적합에 비하여 약 2배 이상 많았으나, 실태심사 단계에서는 부적합이 적합사업장에 비하여 15.5% 높게 나타났다. 심사단계별 부적합 비율은 실태심사가 57.5%, 인증심사는 32.9%, 연장심사가 25.3%, 사후심사는 22.7%순으로 나타났다. 총 1,282건의 부적합 사항 중 “4.4.6 운영관리” 항목의 부적합이 271건(21.1%)으로 가장 많았으며, “4.1 일반원칙”이 12건 부적합(0.9%)으로 가장 작았다. 인증기준을 113개 세부항목으로 분류하여 분석한 결과 “공정, 설비, 작업 등 필요한 안전작업 지침, 기준 미비 및 부적절”에 대해 부적합 판정이 57건으로서 가장 많았고, 위험성 평가팀 구성 및 평가자 전문성 등 자격미흡 등 2개 항목은 부적합이 없는 것으로 분석되었다. 업종별 분석결과 건설업 사업장의 부적합이 60%로 가장 높았으며 규모별 분석결과 50인 미만 사업장의 부적합이 123개소(41.3%)로서 가장 높고 1,000인 이상 부적합 사업장이 21개소(24.4%)로서 규모가 작을수록 안전보건경영시스템 실행이 미흡한 것으로 분석되었다.


In this research, the document on the safety and health management systems over the world were collected. Using them, the institutions, policies and status concerning the voluntary health and safety management system of each country were analyzed. A survey on the previous studies on the topic was performed. Additionally, the certification acquisition status of the health and safety management system was analyzed by the business sectors and the enterprise sizes of the corresponding companies, to see the effectiveness of the certification acquisition. It was analyzed the reduction of industrial accidents and increasement of economic benefits. 1,105 cases out of the companies certified in 2011, were analyzed by the business sectors, the enterprise scale, the region, and the certification requirements of the corresponding companies in order to find the effective ways, and to improve them reviewing the problems and weak points. Additionally, this paper surveyed the certification auditors to improve Korean safety and health management system. The result showed that the average industrial accident rate is significantly lower in the certified companies than the average of the total industry or manufacturing company. The rate in accident reduction was around 30% at average after acquiring the  certificate. The overall result of the audit showed 729 passes(66%) and 376 fails (34%) out of 1,105 work places, which indicated twice more passes than fails.  However, at the first stage audit, fails were more by 15.5% than passes. At each audit stage, the rates of fails are 57.5% at the first stage audit "audit on documentation", 32.9% at second stage audit "audit on site implementation", 25.3% at the extension audit, and 22.7% at the follow-up audit. Among 1,282 fails, the most frequent inconsistency was concerned 4.4.6 operation management which accounted for 271 fails (21.1%), and the most infrequent one was analyzed 4.1 general rules which accounted for 12 fails (0.9%). By breaking the criteria of certification into 113 specific items, the result showed 57 inconsistencies in safety guidance and standard for process, facility, operation criterion which was the most frequent. There is no unconformity in lack of organizing risk evaluation team and expertise of the evaluator. By analyzing data by the industry sector, the result showed the greatest number of fails in Construction Sector at the rate of 60%. And by the size, 123 fails (41.3%) were found in small(50 personnel or below) work places, while 21 fails (24.4%) were analyzed in large (1000 personnel or above) work places. It is positively correlated to the implementation level of the safety and health management.
