AB - Sung-jin Yoo·Hee-Kang Kim·Byoung-Kwon SohnCurrent US immigration reform is characterized by the coalition of 'strange bedfellows' under which interest groups, ideological groups, and partisans get together and dissolve. This paper aims to answer the following three questions: How have recent debates on US immigration developed in lawmaking process, what kind of discourse characterizes the debates, and what does it imply in US pluralism? In specific, examining the lawmaking process of current immigration policy reform and its final failure, we argue that 'security' and 'merit' became the essential components of current immigration debate and it is likely to interfere with the US pluralism.
