영국의 영유아 교육․보육 정책은 영유아와 그 가족을 위한 포괄적 지원을 원칙으로 하고 있으며, 현재 3～6세 유아 일인당 교육비용도 OECD 국가 중 가장 높은 수준이다. 또한 부모의 선택권 보장, 영유아 교육과 보육의 접근성 제고, 교육과 보육의 질적 향상과 적정부담으로 육아지원시설을 효과적으로 이용할 수 있도록 하는 제도를 구축하고 있다. 특히 영국 정부는 아동 빈곤 추방을 목적으로 슈어스타트 프로그램을 시작하였으며, 이를 중심으로 지역사회에 적합한 영유아 교육 및 보육 그리고 가족지원을 제공하고 있다. 본 논고는 먼저 ‘영국의 영유아 교육 및 보육 체계’를 소개하고, 이어서 영국의 영유아 교육․보육의 실제를 살펴보기 위해 ‘슈어스타트 프로그램’을 탐색하여 영국의 영유아 교육․보육 지원제도를 파악하였으며 이를 근거로 우리나라의 영유아 교육과 보육 제도 및 정책에 주는 시사점을 논의하였다.
The government of the United Kingdom stresses the child and family support policies and offers integrated services. The cost(per 3 to 6-year-old child) in early education services is the highest of all the OECD countries. The U.K. has established a system for effective use of education and care with guaranteed choice for parents, access to early education and care, quality improvement of early education and child care, and appropriate cost of education and care. In particular, the United Kingdom offers effective early education and care and family support centering around Sure Start Children’s Centre with Local Authorities. This paper discusses “The system of early education and care in the U.K” and explored the “Sure Start Program” to examine practical child education and care and understanding the support system of early education and care in the U.K. Finally, this study based on lessons from the U.K system presented some suggestions for Korean child education and care policies.
