이 연구에서는 보육서비스의 접근성, 적정성, 보편성, 전문성 등을 기준으로 2004년 개정된 「영유아보육법」의 정책적 실효성을 분석하고 그 개선방향을 제시하였다. 연구결과에 따라 보육예산의 확대, 국공립 보육시설 늘리기, 맞춤형 보육서비스의 정착, 다양한 보육과정과 프로그램의 개발, 영유아의 학습권 보장, 교육복지 서비스의 재개념화, 보육교사 양성과정의 개선, 보육교사 자격제도의 보완 등을 향후 정책과제로 제시하였다. 아울러 사회통합을 위해 보육시스템을 종합적 서비스 시스템으로 구축해야 할 필요성을 진술하였다.
This study evaluates the effectiveness of the Childcare Act, which was amended in 2004, in terms of the availability, affordability, universalism, and professionalism of child care services. Based on the evaluation findings, the study offers a number of policy suggestions for 1) securing budget for child care, 2) increasing national and public child care centers, 3) customizing of child care services, 4) developing various child care curriculums and programs, 5) protecting children’s rights to learning, 6) reconceptualizing education/ welfare services, 7) improving child care teacher’s pre- and in-service programs, and 8) revising the teacher qualification system. This paper, furthermore, recommends that the child care system be developed as part of a comprehensive service system in order to promote social integration.
