본 연구는 유아교육․보육서비스의 질 향상을 위한 평가제도의 통합방안을 제시하는데 목적이 있다. 이를 위하여 유아교육․보육 서비스의 질 및 평가제도 관련 문헌, 우리나라 및 OECD 국가의 유아교육․보육 서비스 평가현황, 우리나라 유치원과 어린이집 평가제도 관련법을 분석하였다. 분석결과로부터 시사점을 도출하였으며, 도출된 시사점을 토대로 유아교육․보육 서비스의 질 향상을 위한 평가제도의 통합방안을 평가목적, 평가대상, 평가주관 및 평가과정 운영, 평가방법, 평가위원, 평가결과 공개 및 활용을 중심으로 제시하였다. 연구 결과 나타난 평가제도의 통합방안을 제시하면, 평가목적으로는 영유아 및 교사의 성장과 발달 뿐 아니라 부모, 지역사회, 국가의 요구나 기대 등을 충족시킬 수 있는 시스템 구축과 이를 통한 기관의 질적 수준 제고 및 공교육․보육의 실현을 포함하는 것이 적절하다. 평가대상은 유치원 뿐 아니라 어린이집 전체로 확대해야 하며, 평가주관은 국가차원에서, 평가과정 운영은 지방자치단체에서 수행하고 있는 현 체제의 기본원칙은 지속시키되, 한 부서에서 유치원과 어린이집 평가를 총괄 관리하는 시스템 구축이 바람직하다. 평가내용으로는 누리과정영역, 교육·보육환경, 유아의 건강 및 안전, 운영관리, 부모 및 지역사회연계 등을 중심으로 핵심적인 사항을 포함한 공통지표와, 시․도교육청이나 지자체의 역점사업 또는 유치원 및 어린이집 특성을 고려한 자체지표를 포함하여 구성한다. 평가방법으로는 평가참여 신청, 자체점검, 자체점검 보고서에 대한 서면심사, 외부평가위원의 현장방문 평가, 최종평가를 포함하고, 다면적 평가방법을 적극 도입할 필요가 있다. 평가위원으로는 최소 3년 이상의 현장 경력을 지닌 현장방문 평가자 또는 관찰자로 구성하고 현장평가에 필요한 사항을 숙지할 수 있을 만큼의 충분한 연수와 훈련 등을 의무사항으로 규정하는 것이 바람직하다. 평가결과 공개 및 활용으로는 현 체제 속에서 두 기관 모두 최소 3단계 공개에서 점차 미인증, 인증, 우수인증의 동일한 형태로 유치원 알리미 및 아이사랑 보육포털 또는 통합된 하나의 포털 사이트에 공개하는 것이 바람직하다. 평가결과 활용은 인증 또는 우수기관에 대한 재정 차등지원이나 교직원 인센티브와 같은 제도 도입, 미흡기관에 대한 컨설팅이나 조력, 기준미달 기관에 대한 재정지원 제한 등과 같은 방안 마련이 요구된다. 이 같은 평가제도의 통합방안 효율적으로 실행하기 위해서는 관련 법 조항의 개정 및 신설을 통해 법적근거를 마련할 필요가 있다.
The purpose of this study is to suggest an integrated evaluation system for monitoring quality in early childhood education and care (ECEC). To achieve this goal, we reviewed literature in the areas of quality monitoring and evaluation systems in ECEC, analyzed current methods of monitoring quality in ECEC in both Korea and other OECD countries, and analyzed related Korean laws. Then, we drew implications from these analyses and, based on these implications, suggested an integrated plan for an evaluation system of monitoring quality in ECEC as follows:1. The purposes of the evaluation: The further development in areas of learning and teaching of young children’s and their teachers; the construction of a system to meet the needs of parents, community, and nation; the quality improvement of ECEC; the attainment of public education and care in ECEC. 2. Targets: Every kindergarten and child care center. 3. Responsible bodies: the Korean government, the local governments, perhaps a single independent institute. 4. Contents: Common evaluation indicators, self-developed indicators from provincial offices of education or each of ECEC institute. 5. Methods: Both internal and external evaluations, multi-faceted methods. 6. Qualifications of evaluation committee: Holding at least 3 years of practical experience; will require/require additional training. 7. Publicity of results: Informing publically through a single portal site. Public will be informed through a single portal site. 8. Outcome: Financial support, incentives for staff, providing consulting, imposing sanctions. 9. The legal grounds: inserting additional articles or revising existing laws.
