세계화와 지역주의가 병행하는 흐름 속에서 출범한 APEC는 세계에서 가장 큰 지역협력체로써 기능을 수행해 왔다. APEC 정상회의 및 관련 분야 회의 개최는 아시아태평양지역의 발전과 회의를 주최한 국가의 발전에 커다란 영향을 미쳤다. 2005년 APEC 정상회의의 부산 개최는 지역 발전의 좋은 기회를 얻은 동시에 많은 과제들을 직면하게 되었다. 이 회의의 개최로 부산시는 기존 부산항과 부산 신항, 경제자유구역 등을 세계 정상들에게 직접 선보임으로써 부산이 동북아 물류비즈니스 중심도시로 성장할 수 있는 계기가 될 것으로 기대하고 있다. 이러한 기대 효과를 강화하기 위하여 한국 정부와 부산시는 행정적 협조체계와 분담을 강화하여 불필요한 재정 낭비를 피하는 동시에, 상호 적극적인 협조를 강화해야 한다. 이를 위해 한국 정부는 적극적인 정상외교 추진, 기업에게 투자수출에 유리한 환경 조성, 국민 참여 의식 강화, 효율적인 지원체제 구축 등 방안으로 APEC 회의 개최가 한국에 미치는 영향을 강화해야 한다. 부산시는 경제적, 사회문화적 차원에서 APEC 정상회의 개최의 파급 효과를 확대해야 한다. 구체적으로 부산시는 ‘IT APEC’ 전략 추진, 관광 산업과 관광 상품 개발, 관광 산업 네트워크 구축, 기업인 네트워크 구축, 품격 있는 문화 행사 개최, 기자단에게 편의 제공, 다언어 사용 준비 등의 방안을 추진해야 한다.

As far as Korea and Busan City are concerned, APEC held in 2005 means not only a golden opportunity but also some arduous challenges. Busan, through showing Busan Port, Busan New Port and the Free Economic Area has gained the very possible opportunity to become the center of commodity circulation and economy in Northeast Asia. To achieve this goal, The Korean Central Government has improved the cooperation with Busan government through the clear-cut administration division of work to avoid the financial wasting. On the one hand, Korean Government should focus on the political and diplomaticactivities to create preferable investment and export environments, to strengthen the civil participation sense as well as to set up a powerful aid system. On the other hand, Busan City should develop the local economy, strengthen the spreading effect in terms of culture and society angle. Particularly speaking, Busan City should promote IT APEC strategy, develop tourism and tourist products, establish tourist & tourist products network. It should also hold high-qualified cultural activities, provide journalists with more convenience and realize the multi-language policy at the conference.
