본 논문은 김정은 시대 북한의 권력이동을 국방위원회와 당 중앙군사위원회를 중심으로 고찰하고 있다. 북한은 김정은 체제 출범 이후 당-국가체제의 복원과 함께 군에서 당으로의 권력이동을 시도하고 있다. 이러한 북한의 변화는 김정일 시대의 선군정치를 기반으로 하는 군사국가에서 김정은 시대에는 당의 역할 회복을 통한 사회주의 정상국가를 지향하겠다는 것을 의미한다. 북한 권력이동의 핵심에는 김정일 체제의 핵심 기구였던 국방위원회와 김정은 후계체제 구축과정에서 급부상한 당 중앙군사위원회가 있다. 김정일 체제의 출범과 함께 선군정치와 군사국가가 제도화되면서 북한 정치의 중심으로 국방위원회가 등장하였다. 국방위원회는 군부의 과대성장을 견인했으며 상대적으로 당의 위상과 역할을 감소시켰다. 국가의 최고직책으로서 국방위원장과 국가 전반에 걸친 국방위원회의 역할 확대는 상대적으로 당 중앙군사위원회의 약화를 가져왔다. 이러한 국방위원회 중심의 국가체계는 2009년 헌법 개정을 통해 제도화되었다고 볼 수 있다. 김정은 시대 개막 이후 군에서 당으로 권력이동 현상이 나타나고 있으며, 이 과정에서 당의 군 통제를 위한 핵심기관으로 당 중앙군사위원회의 존재가 부각되고 있다. 김정은 시대의 당 중앙군사위원회와 국방위원회의 관계는 위계적 질서 보다는 수평적 관계 속에서 역할 분담을 하는 것으로 보인다. 이는 상호 대칭적이기 보다는 유일영도체계의 상호 보완적이며 유기적인 관계로 이해할 수 있다. 향후 북한은 당 중앙군사위원회와 국방위원회의 역할 분담을 통해 두 기관을 김정은 체제의 핵심 실무기구로서 활용할 가능성이 높다. 나아가 당-국가체제의 복원을 통해 수령제를 기반으로 하는 김정은 유일영도체계의 확립을 시도할 것으로 보이며, 이 과정에서 두 기관들은 중요한 역할을 할 것으로 보인다.
This article studies power transition in North Korea, especially after Kim Jong-un's appearance. Particularly the Central Committee of the Workers Party of North Korea(WPK) and the National Defense Commission(NDC) are focused mainly. Kim Jong-un regime is trying to shift hard core from military to the Communist Party, and to restore the party-state system. This change in North Korea shows us that Pyeong-Yang wants to be a socialist state to restore the Party's role, which would be better than that era of Kim Jong-il's "military first" policy. Most of all, the most powerful bodies of power transition in North Korea are NDC- Kim Jong-il's powerful political mechanism and the Central Committee of WPK-coming to the fore in Kim Jong-un's era. From now on, there will be a good possible to make sharing responsibility between the Central Committee of WPK and NDC in Pyeong-Yang, which would be the main working-organization in Kim Jong-un's regime. Furthermore, restoring the party-state system could make the only Kim Jong-un's unique leading system, being based on the Kim's dictatorship(‘suryong system’). The Central Committee of WPK and NDC, these two parts, could be the main actors under consolidating the Kim's regime.
