본 논문은 박정희정부에서 현재에 이르기까지 한국 방위산업의 발전과정을 비판적으로 고찰해 본 것이다. 한국 방위산업의 역사가 40여 년이 지났고 국가안보의 위기 때마다 작동되었던 한국정부의 자주국방 의지는 한미동맹속에서 그 영향력이 약화되기도 했고 한미동맹의 상관관계에서 방위산업의 방향이 재정립되어왔다. 미국이 주도하고 있는 세계방산질서 속에서 우리의 방산수출이 겪고 있는 문제와 동맹의 자치-안보 교환모델이 이러한 상황에 대해 주는 함의는 적지 않다, 한반도를 둘러싼 안보정세와 우리의 동맹선택 등 보다 장기적 관점과 단기적 필요 등의 교차 문제를 분석할 필요가 있다. 또한 자주국방의 정책적 의지로 시작한 한국 방위산업은 급속한 성장에도 불구하고 방위산업에 대한 국민들의 인식은 여전히 ‘방산비리’로 얼룩져 있고 ‘방위사업과 방위산업의 차이’와 ‘방산의 비리와 결함’을 구분하고 있지 않고 혼용되고 있다. 따라서 한국 방위산업이 한층 발전하기 위해서는 과거의 틀을 발전적으로 해체하는 과정이 반드시 있어야 할 것이다. 아울러 비판적 고찰을 통해 한국 방위산업에 대한 인식을 재정립함으로써 국가안보와 경제 활성화에 있어 방위산업의 위상을 제고시키고자 한다.
The purpose of this study is to explore the development process of South Korea's Defense Industry on the basis of critical approach from the Presidency of Park Chung-hee to the present. Linked with the Heavy and Chemical Industry Promotion Policy initiated in the 1970s, the South Korean government during the past 40 years has experienced a great deal of ups and downs in terms of national will for the self-defense connected with the ROK-US security alliance. In the midst of US-led military-industrial complex of the world, problems that South Korea's defense industry is facing are very closely inter-wined with the transferring model of autonomy-security in the alliance mechanism. Thus, South Korea needs to analyse the cross-sectional problems between the long-term perspectives and short-term needs in the decision-making process with regard to the security situation surrounding the Korean peninsula and alliance selection. Despite of the rapid development, the general public's attitudes to the defense industry are stained with industrial corruption having no differentiation between defense project and defense industry as well as between corruption and defects in the defense industry. This paper suggests that South Korea must the de-constructing process of the past framework for the ever-effective development and promotion of defense industries. In addition, it contends that a critical review on the defense industry as a whole is necessary for the enhancement of national defense and economic revitalization through the reassessment recognizing the defense industry.
