오늘날 남북한의 군사적 긴장은 미중관계와 동북아의 국제체제, 그리고 적대적 공존관계 하에서 대립적 상호작용으로 전개되고 있는 남북관계에 기반하고 있다. 따라서 한반도의 군사적 긴장은 남북 간 군사적 차원에서 발생하는 촉발요인만을 제거한다고 해서 해결되는 것은 아니다. 강대국 간 국익의 충돌이 심화되고 있는 동북아 안보상황과 체제위기 극복을 위한 북한의 생존전략 등 근본요인을 국가적국제적 차원에서 해결하지 않는 한 군사적 긴장은 언제든지 재발될 수 있다. 첫째, 국제적 차원에서 북한으로 하여금 체제위기 인식에서 벗어날 수 있도록 주변 강대국들의 적극적인 교류와 회유가 필요하며, 동북아의 냉전적 갈등구도를 타파하고 협력의 길을 모색한 가운데 북한을 국제사회에 동참할 수 있도록 유도해야 한다. 둘째, 국가적 차원에서는 남북고위급회담을 통해 정치적 신뢰를 조성한 가운데 상호주의를 보다 신축적으로 적용함으로써 남북관계를 개선하고 교류협력을 활성화하여 북한의 변화를 적극 유도해야 할 것이다. 셋째, 군사적 차원에서는 한미동맹을 기초로 강력한 억제력을 구비함과 동시에 우발적 군사충돌 방지를 위한 남북공동군사위원회 설치, 남북한 군비통제방안을 적극 발굴하여 추진할 필요가 있다. 특히 남북 간 군사문제는 동북아 안보질서와 남북한 정치로부터 종속적 성격을 가지고 있다는 점에서 군사적 긴장완화 방안은 국제적, 국가적, 그리고 군사적 차원에서 동시에 포괄적이고 협력적으로 접근해야 할 것이다.
Today's military tensions between North and South Korea are based on US-Chinese relations, international regime in North-East Asia, and North-South relations under hostile coexistence. Therefore, military tensions of Korean Peninsula cannot be easily solved only if military trigger factors are removed. Military tensions may reoccur any time if such underlying factors are not solved on the nationalglobal scale as North-East Asian security situation and survival strategies of North Korea to overcome regime crisis. First, on the global level, it is necessary for surrounding powerful countries to have more positive exchanges with and humanitarian assistance to North Korea as a normal country on the global scale in order for North Korea to get out of regime crisis recognition. Second, on the national level, it is necessary for our country to create political trust through the South-North Korea high-level talks and to improve tight North-South relations through flexible reciprocity. Third, on the military level, it is necessary to set up strong deterrent power such as deployment of the THAAD missiles based on ROK-US Alliance, and in addition, it is also necessary to install a South-North joint military committee for prevention of accidental military conflict and then, to positively promote voluntary arms control measures. Especially, South-North military problem has dependent nature of North-East Asian international regime and the South-North Korean politics, and therefore, it is required to comprehensively and cooperatively approach the easing plan of military tensions on the global, national and military scale.
