시진핑 지도부의 출범과 더불어 중국은 새로운 외교전략의 일환으로 신형대국관계라는 새로운 전략을 제시하였다. 이는 기존의 대국관계를 청산하고 새로운 형태의 대국관계를 예고하는 중국측 의지를 함축하고 있는 신조어로 세인의 귀추가 주목되었다. 중국이 제시한 신형대국관계의 의미는 간단하다. 미국은 중국을 G2국가에 분류하여 중국의 부상을 견제하고 중국위협론을 제기하여 중국의 성장을 저지하였다. 이에 대한 해결책으로 제시한 대국관계가 신형대국관계이다. 다시 말해서 중국의 부상과 팽창을 견제하기 위해 감행하고 있는 미국의 중국 포위전략에 대한 도전이라고 할 수 있다. 신형대국관계에 관한 선행연구를 보면 미국과 서구의 시각에서 평가하고 분석한 것이 주를 이루었다고 할 수 있다. 본 논문은 중국의 시각에서 본 신형대국관계의 현황이라는 내재적 분석과 객관적 시각을 같이 접목하여 평가하였다. 미국의 재균형 정책이라고 할 수 있는 아시아 회귀 전략과 중국의 신형대국관계는 국제사회뿐만 아니라 동북아에서도 정면으로 충돌하여 첨예하게 대립할 것으로 보인다. 따라서 중국의 신형대국관계의 장래가 희망적이지 못한 것은 사실이나, 해결책이 없는 것이 아니라 성공을 위한 전제조건에 중미 쌍방의 과감한 양보와 ‘평화와 안정’, ‘평등과 균형’을 위한 인류의 선을 우선시 한다는 자세가 요구된다. 본 논문은 먼저, 신형대국관계가 태동하게 된 배경을 설명함으로서 현재의 중국 상황과 의도를 파악할 수 있을 것으로 보이며, 다음으로 신형대국관계의 함의와 발전 추세를 분석함으로서 향후 거치를 알 수 있을 것으로 보인다. 다음은 중국식 발전전략과 신형대국관계를 평가하고, 마지막으로 신형대국관계가 성공하기 위한 전제조건과 과제를 분석하고자 한다.

Under the new leadership of President Xi Jinping, China seeks a New Type of Major-Power Relationship as the main strategic commitment for her foreign policy. This reflects China’s desire of abandoning the relationship between major countries before and rather building a new type of a bilateral relationship. The New Type of Great-Power Relationship is proposed against that the United States raises the Chinese threat and checks rising Chinse power. In other words, the New Type of Great-Power Relationship is China’s response to the US strategy of containing Chinese expansion. In the meanwhile, previous studies of the New Type of Major-Power Relationship have been mainly performed from the US and western perspective. This article analyzes the New Type of Major-Power Relationship from Chinese own point of view. It is potential that the US Pivot to Asia or Rebalancing toward Asia is incompatible with the New Type of Great-Power Relationship and that, consequently, aggravates the security environment of Northeast Asia. China’s strategy for a new great power relation, however, can provide an opportunity of advancing mutual respect between the United States and China when sharing each other’s interests and major concerns. The article describes the backgrounds of the New Type of Major-Power Relationship and then explains its implications and its developmental processes. In addition, the paper evaluates the New Type of Great-Power Relationships along with China’s development strategy. The last, the paper explores conditions for successful the New Type of Great-Power Relationships.
