This study is designated on the fact that government fuction was changed by new paradigm of local government, There are two ways in a new paradigm. One is new public management. The others is government from governance, local governance, citizen's participation of service delivery system and policy process in local government. First of all local governance started from reorganizing administration agency in local government. It focused on putting final administration layers into the discard at local government. So We called that it is a fuction shift of final administration agency in local government. But citizen didn't want to demobilize and merge on agency in local government service delivery system. Finally the Citizen Autonomy Center established by Cental government on 2001. The Citizen Autonomy Center is the participation space like a community center for resolving community problems, improving Quality of Life, building autonomy consciousness and community consciousness. Until now the Center evaluated as some aspect is good or bad. So this study focused on measures of activating the Citizen Autonomy Center in local government.
