The purpose of this study was to explore the level and the influence factors of moral hazards in the Korean public sector. This study was performed on the basis of 742 workers' survey from 8 Korean public enterprises using Structural Equation Model. The first finding of this study was that the total score of the moral hazard is 47.9 points out of 100. In that most employees of public enterprises tend to evaluate moral hazards on a conservative basis, it can be mentioned that the score is not so low. The second finding is that self-interest behavior showed the highest path-coefficient of 0.42, and easy-going attitude, dependency behavior, reckless management and followed with 0.35, 0.25 and 0.15 respectively. This result means that self-interest behavior has the strongest impact out of four factors, while reckless management has a relatively low influence. It was suggested that the control over moral hazards of Korean public enterprises should be focused upon the reduction of self-interest behavior and easy-going attitude rather than reckless management on the basis of the study result.
