본 논문의 목적은 건설공사 위험관리의 다양한 측면을 이해하고, 효과적인 건설공사 위험관리에 대한 적극적인 접근방안을 제시하는데 있다. 본 논문은 건설공사 위험관리 방법 및 전략을 건설공사 전, 건설공사 중, 건설공사 후 등 3단계로 나누어 제시하였다. 건설공사 전 위험관리로 제3자 수익자조항, 건설공사금액 조정조항 및 GBRs와 관련된 계약내용에 대해 논의하였으며, 포괄적인 SH&E의 개발방안을 제시하였다. 건설공사 중 위험관리로 공동프로젝트 일정계획법, 공사일정 감사, 건설공사금액 협상 등에 대한 방안에 대해 논하였다. 건설공사 후 위험관리로는 건설공사와 관련된 재산보험 및 배상책임보험의 문제점을 지적, 이에 대한 효과적인 보험전략을 제시하였다.
The purpose of this paper is to understand different facets of construction risk management from the standpoints of the engineering and insurance areas and suggest a proactive comprehensive risk management approach including ex ante and ex post construction risk management. This paper proposes risk management strategies by construction stages such as pre-construction, under-construction and post-construction. For the pre-construction risk management, construction contract issues such as third-party beneficiary clause, price adjustment clause and GBRs are presented and the development of a comprehensive SH&E plan is proposed. For the under-construction risk management, joint project scheduling, schedule audits, negotiated pricing, etc. are discussed. For the post-construction risk management, property and liability insurance-related issues are discussed and effective insurance strategies are proposed.
