지역산업구조의 변화를 살펴보기 위해 지역산업구조변화지수(ICRIS)를 정의하고, 경북 각 시군지역의 ICRIS를 분석하였다. 이 지수는 특정 지역의 평균적 산업구조와의 괴리관계를 나타낸 것이므로 각 시군지역의 산업특화도로 해석될 수 있다. 분석결과 경북의 구미, 청도 등 몇 지역에서는 산업특화가 강화되었지만 대부분의 지역에서는 특화가 약화되거나 오히려 평준화되는 것으로 나타났다. 또한 이 지수의 변화와 상황변수(종업원 수)의 변화를 연결하여 지역산업구조전환을 유형화해 보았다. 그 결과 특화가 진행되면서 산업적 성장을 이룩한 지역으로는 김천 등의 소수지역 뿐 이었다. 이것은 정부의 지역특화정책이 성공적이지 못하였다는 것을 의미한다. 그 이유로 필자는 지역산업정책이 지역 주도적이지 못하다는 점에 초점을 두었다. 지방화시대의 지역정책은 지역주도의 지역 내생성 확보에 방향을 맞출 필요가 있다는 것을 의미한다. 특히, 지역정책의 구상과 실행의 통합, 지역의 사회적 자본의 축적, 지역산업집적지의 내생화가 지금까지의 지역발전을 위한 재정투자정책보다 더욱 중요하다고 생각된다. 참여정부가 추진 중인 지역혁신체제(RIS)정책도 지역주도의 지역 내생성, 지역고유의 사회적 자본축적에 적극적으로 초점을 맞출 필요가 있다.
This paper defined and analyzed ICRIS(Index for Conversion of Regional Industrial Structure) to explain the changes of industrial structure in Kyoung-Puk province area. This index ICRIS represents theoretically the gap between the industrial structure of a specific region and the average industrial structure of the total Kyung-Puk area. So, this study wants to use this index as the indicator of industrial specialization. From the empirical results, this study can conclude that the trends of industrial specialization have been slowed down in the most regions of Kyung-Puk area except a few regions(Gumi etc.). Next, I try to make types of the transformation of regional industrial structure by linking this index to the circumstance variable(employment value). The result also shows that most of Kyung-Puk(except Kimchun) has been slowed down in the specialization of regional industry. It means that the polices of regional specialization of central government have not been successful. It's because that regional industry policies are not region-oriented or region-endogenous either. I suggest the regional policy should be focused on ensuring the endogenous regional activity at the age of localization. In particular, the integration of 'Plan' and 'Practice' in regional policy, accumulation of social capital in a specific region and the endogenous nature of regional cluster are more important than the financial investment which has been the main approach of regional policy.
