우리나라 연육연도사업은 공익사업의 일환으로 서·남해안을 중심으로 활발히 진행되고 있다. 이러한 사업의 진행에 따라 해당 항로에 운항서비스를 제공하고 있는 기존 연안여객선업체의 피해는 사업 폐지 또는 항로권 축소라는 형태로 발생하고 있다. 하지만 이러한 피해에 대한 적정 보상체계 및 기준이 미비하여 보상규모의 결정에 많은 어려움이 야기되고 있다. 따라서 본 연구에서는 공익사업에 따른 영업손실 피해보상의 일환으로서 연안여객선업체의 특수성을 충분히 반영 할 수 있는 보상체계의 기준들에 대해 검토하였다. 아울러 도출된 기준을 바탕으로 하여 보상체계의 대안적 틀을 도출 하였으며, 각 대안별 각 해당 업체의 보상규모를 산정하여 비교·분석하였다.


Korean costal passenger service line has a different characteristic from other transportation services. It can be operated after acquiring service right from Ministry of Land, Transport and Maritime Affairs and then having a monopolistic enterprise. Moreover, passenger ship is altered into a suitable condition & dimension for her service line and most importantly, it's managed and operated in terms of public interests for islands. But, the construction of land-fast bridge booming in the south and west coast range incurs a business loss such as reduction and closedown of passenger service line to the coastal passenger firms without any compensation mechanism. Even though it can be a monopoly and oligopoly business, a proper compensation should be paid in line with its public interests. For these reasons, this paper is investigating a framework of its compensation mechanism and providing a scale of compensation per each route and firm. As results of this study, it proves that operating profit, total sales and scale of firms-creating value added as each firms' compensation standard and three alternatives as compensation period can be applicable.
