AB - Rate of Return(ROR) regulation has been enforced in almost all regulated industries in Korea. Recently, the regulatory agencies in developed countries begin to introduce incentive regulations to make up for ROR regulation's shortcomings and to raise productivity in the industries. Sliding Scale Plans have been implemented as an incentive regulation in the U.S.A. Especially, for the telecommunications industry. This plan includes profit sharings with customers and has potential advantages in achieving the efficiency and fairness issues. After reviewing ROR regulation and price cap regulation, we examine the economic characteristics of the simple model of Sliding Scale Plans in this paper.
