본 연구는 지방재정의 건전성에 관한 분석이다. 지방자치가 실시되면서 지방재정은 규모나 구조면에서 많은 변화가 이루어졌다. 지방재정의 지출규모가 증가하였고, 지방채가 증가하였으며, 복지지출이 증가하고 있다. 최근에 지방재정과 관련하여 무엇보다도 지방재정의 건전성이 강조되는 추세이다. 본 연구에서는 지방재정의 건전성에 대한 실증적 분석과 합리적 대안들이 제시되어 있다. 지방재정의 건전성을 제고하기 위한 방안들은 다음과 같다. 첫째, 재정의 운영의 효율성을 확충하여야 한다. 둘째, 세입구조를 개선하여야 한다. 셋째, 중앙정부와 지방자치단체간의 재정배분이 최적화되어야 한다. 넷째, 중앙정부로부터의 정책적 독립성이 확보되어야 한다. 다섯째, 지방재정관리제도가 합리화되어야 한다.
This paper provides an empirical analysis of local government's fiscal health. Opening the era of local autonomy, many changes in local finance are made in various fields. Expenditures in local finance are increasing rapidly. Publishing municipal bond is increasing and estimation of social expenditures has grown rapidly. In recent years, an ongoing debate about local finance strongly emphasized the soundness of local finance. This paper provides empirical analysis and rational alternatives for local government's fiscal health.
