본 연구에서는 균형성과표(balanced score card: BSC)와 계층분석적 의사결정기법(analytic hierarchy process, AHP), 중요도-만족도 연관분석(importance-performance analysis, IPA) 등을 활용하여 정량적 측면과 정성적인 측면을 동시에 고려한 중소기업기술지원사업의 성과평가모형을 개발하고자 하며, 광산업기술지원사업 수혜기업을 대상으로 이 모형에 대한 실증분석을 수행하고자 한다. 이를 위해 먼저 BSC의 4대 관점(재무관점, 고객관점, 내부프로세스 관점, 학습 및 성장관점)을 활용하여 지원사업의 성과평가에 필요한 핵심성공요인(critical success factors, CSF) 및 핵심성과지표(key performance indicators, KPI)를 도출하고자 하며, AHP를 활용하여 BSC 각 관점 및 세부사업의 합리적인 가중치를 결정하고자 한다. 또한 IPA를 활용하여 BSC의 각 관점별 중요도(importance)와 성과(performance)간의 연관성을 분석함으로써 향후 지원사업의 개선방향을 제시해 보고자 한다. 본 연구결과는 BSC와 AHP를 활용하여 중소기업기술지원사업의 성과평가모형구축에 필요한 이론적 프레임워크를 제공하였다는데 학문적 의의가 있으며, 광산업기술지원사업의 성과를 여러 관점에서 평가해 볼 수 있는 포괄적이고 다양한 시각을 제공하였다는데 실무적 의의가 있다.
In this study, we will first try to develope a performance evaluation model of technology support programs for small and medium industries using BSC, AHP, and IPA from the qualitative and quantitative point of view and then conduct an empirical study on photonics firms being supported by the technology support program for small and medium industries. For this purpose, we will first determine the critical success factors(CSF) and key performance indicators(KPI) required for evaluating the performance of technology support programs for small and medium industries from four perspectives of BSC and then determine the weight for each of CSF, KPI, and four perspectives of BSC using AHP. Moreover, we will conduct IPA analysis to propose an improved managerial scheme for future's technology support programs for small and medium industries. There are two kinds of main contribution of this study: one for theoretical contribution and the other for practical contribution. In fact, we would be able to provide a theoretical framework required for establishing a performance evaluation model of technology support programs for small and medium industries using BSC and AHP. We would also be able to provide comprehensive and various perspectives for evaluating the performance of technology support programs for photonics industries from the various point of view.
