누리사업은 지방대학을 중심으로 지역혁신전략을 추진할 필요가 있다는 인식아래 기획․추진되었다. 지방대학이 우수한 인력을 양성하고 이를 통해 지역의 경쟁력을 강화시키려는 것이다. 누리사업 운영은 누리사업에 선정된 대학의 운영효율과 성과정도를 결정하는 아주 중요한 요소이다. 본 연구에서는 누리사업에 선정된 대학을 대상으로 효율성을 분석하고 비효율적인 문제를 해결하기 위한 정책적 방안을 제시하며 운영방법을 도출하였다. DEA/WINDOW분석과 Malmquist 생산성 지수를 이용하여 사업의 효율성을 분석하고, 이를 바탕으로 누리사업의 생산성과 안정성을 검증하고 효율적인 운영방안을 모색하였다. 또한 누리사업에 선정된 대학의 효율성에 영향을 주는 요인들을 Tobit모형을 이용하여 분석하였으며, 교수확보율은 대학의 효율성에 가장 크게 영향을 미치는 요소이다.


The standard Data Envelopment Analysis (DEA) models have been applied to NURI(New Universityfor Regional Innovation)Project in order to measure efficiency. This study was applying the DEA, Window analysis, Malmquist model and Tobit I and Tobit II. The twenty-four medium size projects that had been observed during 2004 to 2008 were chosen as samples of the DMU. It can be derived from the analysis that the reason behind DMUs' inefficiencies were mostly found in operational inefficiencies rather than in scale inefficiencies. Malmquist productivity, yearly standard deviation has shown a continuous decrease. Which cites productivity difference between DMU is decreasing. It means that in the initial phase of the project, work has been carried out diligently so that the project can be carried on to the next year. Stable DMU has shown in relation with parts of automobile, plastic materials, This is the most stable value and therefore is consistent with the results of standard deviation. the first automobile project university is near to big auto industries company on Juenbok local governments, the second plastic materials project university is a big industries band on keyoungnaum local governments. It is consistent with the results of standard deviation. Tobit I model, coefficient for Professor securement rate and the number of students per person are respectively 0.81 and 0.84. Tobit II model, the coefficients are 0.60 and 1.12. Therefore, we can derive that Professor securement rate has greater influence on efficiency than the number of students per person. Professor securement rate is the most influential factor for university's efficiency.
