본 연구의 목적은 수도권 집중 현상이 지속되고 있고 수도권 규제정책에 대한 지역 간 이해가 첨예한 상황에서 경기도 대학유치 사례를 중심으로 지방자치단체의 고등교육 지원의 향후 발전 방향을 모색하는데 있다. 이를 위한 구체적인 연구내용은 다음과 같다. 첫째, 경기도 대학유치사업의 도입 배경과 실태를 파악한다. 둘째, 경기도의 대학유치의 내용, 추진과정 및 성과를 분석한다. 셋째, 이를 바탕으로 대학유치 및 대학지원 정책의 발전방안을 탐색하여 정책적 시사점을 도출한다. 이를 위해 선행 관련 문헌의 분석, 교육 담당부서 사업 현황 및 사례 조사, 그리고 대학유치사업 관련 담당자와 면담 조사를 실시하였다. 연구 결과를 바탕으로 경기도의 고등교육지원 정책 방향으로 경기도 지역 내 대학의 특성화 및 산․학․관 네트워킹 활성화, 경기도 권역별 발전 전략과 대학 연계 방안 구축, 경기도 차세대 성장동력 사업과 연계 지원, 그리고 지역대학 졸업자의 고용 촉진 방안 마련 등이 도출되었다.
The purposes of this study were to examine the reality of educational partnership between universities and local governments, to analyze the contents, accomplishments and process of educational partnership projects, and to find policy implications developing educational partnership(EP) for increasing higher education finance from local governments. To accomplish this purpose, the employed methodologies were literature reviews, investigation on current status of educational partnership, case studies of EP, and in-depth interviews with local government officials. Based on the analysis of this study, major findings can be summarized as follows: First, strengthening the educational partnership among universities, local governments, and industries. Second, inducing investments of local government to universities based on regional development plan. Third, developing the methods of supporting and cooperation through research activities, Fourth, creating jobs for local universities graduates.
