이 연구는 국가재정이 투입된 재정사업 중 우체국예금사업 및 금융시설 사업을 대상으로 심층평가분석을 상관분석 및 회귀분석 그리고 추가적인 강건성 분석을 통하여 국책사업의 효과성 검증을 하였으며, 그 결과는 다음과 같다. 첫째, 우체국예금 사업의 경우 활동고객수는 활동계좌수에 영향을 미치고, 활동계좌수는 수신고에 영향을 미치며, 수신고는 경영수지에 영향을 주고, 경영수지는 당기순이익에 영향을 주는 것으로 나타났다. 둘째, 우체국금융시설 사업의 경우 활동고객수가 많아지면 365코너 기기대수도 많이 필요하였고, 인터넷 뱅킹 등의 영향으로 365코너 기기대수가 365코너 평균이용건수에 부(-)의 방향으로 통계적으로 유의하게 영향을 미치고 있다. 하지만 365코너의 평균적인 이용건수가 많을수록 365코너의 수수료가 커져 금융시설에서 수익이 큰 것으로 나타났다. 전체적으로 볼 때, 우체국예금 사업의 경우 고객유치 등의 각종 노력이 계좌수를 증가시켜 예금의 경영수지 증대를 가져와 결국 우정사업본부의 당기순이익이 증가하여 예금의 안정적 성장에 효과성이 있는 것으로 나타났고, 우체국금융시설 사업의 경우도 우체국 금융시설 사업은 정보인프라의 역할을 충실히 하여 이용고객에게 금융서비스를 제공하고 있으며 나아가 우정사업본부의 수익성 향상에 기여하여 사업의 효과성이 있는 것으로 평가되고 있다.
The purpose of this study is to assess the effectiveness of the post office deposit project and the post office banking facilities project, in which national finance has been invested, by in-depth performance evaluation including correlation analysis, regression analysis, and robustness tests. The results of the study are summarized as follows: First, the analysis results of the post office deposit project showed that the number of active clients affected the number of active deposit accounts, the number of active accounts affected the amount of total deposit, the amount of total deposit affected operating profits, and operating profits affected net profits during the term. Second, the analysis results of the post office banking facilities project showed that the number of active customers had a positive impact on the number of 365 Corner (ATM) equipments while the number of 365 Corner equipments had a negative impact on the number of average usage of 365 corner due to the recent technical change such as internet banking usage increase. However, as the number of average usage of 365 corner increased, commission income by the usage became higher and profit increased. On average, it was revealed that the marketing activities for the post office deposit project, such as attracting deposit clients, have led to increase in the number of deposit accounts and net profit during the term, which helps growing the business stably. Also, it was found that the post office banking facilities project has played an active role of information infrastructure in providing clients with financial services and has contributed to increasing profits of Korea Post.
