본 연구에서는 각 지역의 특수교육지원센터가 한정된 인력과 자체적인 프로그램에 의해 운영되기 때문에 장애인들에게 통합되고 표준화된 교육서비스가 이루어지고 있지 못하는 비효율성을 해소하기 위해 중앙특수교육지원센터를 운영할 것을 제안하였다. 이를 위해 별도의 중앙기관 운영에 대한 필요성을 제시하기 위한 목적으로 특수교육관련 종사자들을 대상으로 델파이조사와 설문조사를 통해 요구를 분석하였고, 중앙특수교육지원센터에 대한 세부적인 운영방안을 귀납적으로 도출해내었다. 델파이조사는 특수교육관련 전문가 14명을 대상으로 실시하였으며, 수집된 의견을 토대로 연구자 협의를 통해 설문조사 문항을 10개 항목으로 개발하였다. 전국의 교장(감), 장학사, 교사(특수교육지원센터 담당자 포함), 학부모 등 관련집단을 대상으로 1,152명이 참여하였다. 지역 특수교육지원센터를 연계하여 불균형을 해소하고 상호간 교류를 할 수 있는 중앙 협의체를 통한 네트워크를 필요로 하였다. 중앙특수교육지원센터의 운영방안으로는 첫째, 지역 특수교육지원센터 간의 네트워크 시스템 운영 둘째, 특정 주제별 연수 및 워크숍 실시 셋째, 지역 특수교육지원센터 운영 매뉴얼을 개발 보급 넷째, 장애관련 통합적인 자원정보제공 및 상담을 위한 핫라인(전화) 전담 부서 운영 다섯째, 시·청각장애아동을 위한 교수학습지원센터 운영을 제안하였다.
The purpose of this study is to propose the central special education support center for alleviating regional gap between regional special education support centers with limited personnel and programs which depended on regional conditions. To establish this purpose, the current status and need analysis were applied through delphi method with 14 special education related professionals and survey with 1,152 related persons such as special education teachers, administrators, parents nationwide to this study. And conclusively, concrete management plans for central special education support center were proposed inductively. As results of delphi method and survey, to manage central special education support center efficiently, the following efforts were suggested.: 1) operation of network system between regional special education support centers; 2) implementation of thematic in-service training and workshop; 3) development and supply of operation manuals; 4) operation of hot-line booth for counselling and information services; 5) management of teaching-learning support center for hearing-visual impairment in inclusive settings.
