이 논문은 오늘날 한국 사회가 직면하는 사회 양극화 문제의 원인을 세계화와 탈산업화에서 찾고, 사회 양극화를 극복하고 사회통합을 실현하기 위한 ‘지속가능한 발전적 사회정책’을 제안한다. 세계화와 탈산업화 시대에서 정부는 국민 1인당 실질소득의 증가를 동반한 기업 경쟁력을 확보할 수 있어야 하며, 이를 위하여 지속가능한 발전적 사회정책을 추진하여야 한다. 정부는 ‘성장과 분배의 선순환’을 정책아이디어로 삼고, 사회정책과 관련하여 ‘유연안정성’을 추구하여야 한다. 지속가능한 발전적 사회정책의 주요 내용을 보면, 사회안전망을 강화하며, 인적자원의 질을 높여 노동생산성을 제고하고, 일과 가정의 양립을 지원하여 노동력의 원활한 공급을 유지하며, 적극적 노동시장 사업을 통하여 근로자의 기능적 유연성을 높이고, 사회서비스를 확대하는 조치 등을 포함한다. 지속가능한 사회정책을 추진하기 위하여 정부는 사회적 협의 방식을 따라야 한다. 사회적 협의가 이루어지기 위해서 사회적 파트너들이 정부의 정책결정 및 집행 과정에 참여할 수 있는 제도적 장치를 갖추어야 한다. 또한, 정부는 사회적 파트너들의 전략적 선택을 유도하기 위하여 분배연합과 생산성연합을 동시에 추구하여야 한다.
This paper is aimed at suggesting a sustainable developmental social policy for the social integration of Korea, supposing that not only globalization but also post－industrialization brings about social polarization. In an era of globalization and post－industralization, the government is increasingly asked to make comparative institutional advantage for the competitiveness of domestic firms accompanied by the increase of per capita real income. Thus it needs to carry out a sustainable developmental social policy. The reconciliation of growth and redistribution should be adopted as the policy idea of the government. It should also adopt the policy idea of flexicurity concerning social policy. The main items of the sustainable developmental social policy are as follows: strengthening social safety net; raising labour productivity by human resource development; maintaining the stable supply of labour forces by the heightening of compatibility between work and family; raising the functional labour flexibility by the active labour market program; expanding social service program. The social concertation is needed to introduce successfully the sustainable developmental social policy in Korea. The government should not only furnish the institutional settings for social partners to participate in the process of policy making and implementation, but also simultaneously pursue distribution coalition as well as production coalition in selecting policy instruments.
