남부아프리카에서의 정치안보와 지역주의의 두 개념은 모두 정치적인 성향을 띠45) Hurrell(1995), p.332.46) Percy Mistry, “Open Regionalism: stepping stone or milestone toward an improv edmultilateral system?” Development & Socio-Economic Progress 65(1995), p.47. 47) 폴라니는 1차 세계대전과 전간기를 거치면서 시장의 사회 파괴적 성격이 심화되었고 이에 대한 정치적 저항이 더욱 거세지면서, 이를 통제하기 위해 공적 권위, 즉 국가가 시장에 다시 개입하게 되는‘대변혁(Great Transformation) ‘이 이루어지게 되었다고 주장한다. Karl Polanyi, The Great Transformation(Boston: Beacon press, 1957).48) 헤트네는 주변화(peripheralization)에 대한 투쟁은 지역성(regionness) 고양을 위한 투쟁’ 이라고단언한다. Hettne(2001), pp.84-8(eds.).49) Buzan(1991); Buzan et al.(1998).50) Hettne(2003), p.29.51) 상기에서 언급하였듯이 탈냉전 시대의 신지역주의가 새로운 힘을 얻고 있는 것은 국제안보 체제의 구조적인 변화로 인해, 탈냉전기 지역분쟁 처리에 있어서 더욱 효율적인 지역 주도의 접근방식을 강조하는 지역기구들의 자율성이 요구되고 있기 때문이다. Fawcett(2003), p.16.210 國際政治叢 제47집 2호, 2007고 있으며 지역국가를 주요한 행위체로 본다는 것이다. 더욱이 구성주의와 밀접한 연관성을가지고 있는 신지역주의는 정치안보와 지역주의를 위에서부터 그리고 외부로부터 이미 주어진 수동적 결과물로 보기 보다는 정치사회적으로 계속하여 만들어지는(making) 구성적인특성을 함축하고 있다. 마지막으로 남부아프리카에서 정치안보와 지역주의를 연결시켜주는신지역주의의 중요한 특성으로는 탈냉전기에 SADC와 같은 저개발 지역기구의 회원국가들이지역의 자율성을 토대로 하여 세계화의 도전에 대한 지역적 대응을 모색한다는 것이다. 이러한 신지역주의적 시각을 바탕으로 다음에서는 정치안보지역주의의 분석수준에 대하여 고찰하기로 한다.


This paper focuses on the term "politico-security regionalism" in Southern African Development Community (SADC) by illuminating several concepts, including region, regionalism, regionalization, regional security, politico-security, and politico-security regionalism. In reviewing the literature on these topics, this paper seeks to address key issues which are at the heart of a debate on politico-security and regionalism: what is meant by these terms? what does link the two different concepts such as "politico-security" and "regionalism"? and why is it that the multi-level approach is necessary to utilize these concepts? Given that both concepts of politico-security and regionalism are understood in the context of political dynamics that are socially constructed through various interactions among states, the politico-security regionalism can be defined as the political project of region building which is (re)constructed by regional (member) states as main actors. Within the context of new regionalism in SADC, thus, it can be assumed that the regional organization in the developing world attempts to utilize the politico-security regionalism as a regional response to globalization. Under the circumstances, this paper argues that the regional level should be regarded as a focal point to explain the politico-security regionalism of SADC. Considering the fact that the new regionalism also emphasizes a multi-dimensionality of contemporary regionalism in the post-Cold War era, nonetheless, it is important to note that politico-security regionalism can be better understood in the multi-dimentional and integrative context of domestic, regional, and extra-regional levels.
