본 논문은 웬트의 양자역학에 대한 연구를 높이 평가함과 동시에 그 한계를 논하고 있 다. 특히 웬트의 양자역학에 대한 설명이 너무 복잡하여 설득력이 떨어질 수도 있다는 것과 양자역학에 대한 연구는 참여적 인식론과 규범적 논의가 부각될 수밖에 없는데 그 부분에 대해 웬트가 침묵하고 있는 것을 지적하고 있다. 그와 같은 논의를 바탕으로 본 논문은 웬트의 한계를 넘어 좀 더‘과감하고’‘창조적’으로 양자역학을 해석하여 국제 정치를 재해석하고 있다. 국제정치의 현실은 시공을 초월하여‘객관적’으로 존재하고 측정될 수 있는 것이 아니라 관찰자의 관점에 따라 얼마든지 다르게 해석될 수 있고 또 한 창조될 수 있다는 것이 본 논문의 양자역학적 해석이다. 그것은 국제정치에 대한 연 구가‘있는 그대로’의 현실을 설명하고 미래를 예측하는 것에 집중하기 보다는 우리가 어떤 세상을 창조하기를 원하고 그런 세상을 현실화시키기 위해서는 어떤 의식을 가져 야 할 것인가를 고민하여야 된다는 것을 의미한다. 유럽의 국가들이 역사상 유래가 없 는 긴 평화를 유지하고 있듯이 오랜 세월을 걸쳐 우리는 많은 것을 배웠다. 언젠가는 인류가 두려움 없이 평화롭게 사는 방법을 터득하게 될 날이 올 것이다. 양자역학은 이와같은 문제에 관심을 가지는 것이‘비과학적’이고‘비현실적’인 시도가 아님을‘과학적’ 으로 밝혀주고 있다. 이제까지의 국제정치학계의 주요 문제의식이 현실주의 및 실증주 의 패러다임을 기초로 하고 있었다면 미래에는 참여적 인식론을 바탕으로 한 규범이론의 확장이 필요하다는 것이 본 논문의 관점이다.

Recently, Alexander Wendt came up with a revolutionary idea of quantum consciousness hypothesis to reinterpret man, the state, and international relations from the perspective of modern physics. Wendt argues that while his previous theory of social constructivism was based upon Cartesian science, or Newtonian physics, modern physics has proven that old science no longer works in certain areas. In particular, man should no longer be considered as material objects. Wendt advances the idea that we should reexamine man’s consciousness from quantum perspective, whose logic is quite different from those of old Newtonian physics. While this article greatly appreciates Wend’t courageous effort to reexamine international relations from a quantum consciousness perspective, it tries to go beyond Wendt in discussing participatory epistemology and normative theories. While Wendt is silent on those issues, this article discusses the importance of the consciousness of humankind and the role IR scholars should play in changing our world.
