본 논문은 북한인권이 개선되지 않는 원인들 중 북한인권개선을 요구하는 국제사회와 북한 간 상호의존이 낮다는 점에 초점을 두고 있다. 그리고 실질적으로 북한인권을 개선하는데 북한과 국제사회의 긍정적인 상호의존이 필요하다고 보았다. 이에 알맞은 이론적 논의로 상호의존의 개념적 장치인 ‘민감성’과 ‘취약성’ 측면에서 전반적인 경제·정치․외교적 상호의존의 의미를 살펴보고 이 틀을 바탕으로 인권적 상호의존의 의미를 분석해보았다. 그 결과 유엔을 비롯한 미국, 유럽연합 등의 북한인권개선 요구는 북한에 민감한 요소로 파악되었다. 하지만 북한이 국제사회의 인권개선 요구로부터 갖는 북한의 ‘민감성’은 북한이 예상하는 북한 내 ‘취약성’을 능가하지 못한다. 또한 그 근저에는 북한이 비정부기구 및 인권개선을 요구하지 않는 국가들과의 경제적․외교적 차원의 ‘민감성’을 가지고 한국 및 국제사회의 정책 변화에서 오는 ‘취약성’을 보완하고 있었다. 특히 중국의 지속적인 대북 지원 및 교역이 있었다. 결국 긍정적 상호의존을 하려면 북인권 개선을 촉구하는 국제사회와 북한간 ‘민감성’을 늘려 상호 공동의 이익이 발생하는 지점이 필요하며, 이는 국제사회는 북한의 확인가능한 실질적 인권개선을 원하고, 북한은 인권을 개선했을 때 생기는 ‘취약성’을 낮추고 안보불안이 없는 상태를 국제사회로부터 보장받는 것이다.
Among the various factors that impede the improvement of human rights in North Korea, this paper focuses on the low level of interdependence between North Korea and international society, which calls for the improvement of the human rights situation in North Korea. This paper takes a comprehensive approach, which links both sides, rather than a one-sided approach which would focus solely on either North Korea or international society. Furthermore, the theoretical analysis discussed in this paper is based on two conceptual terms, 'sensitivity' and 'vulnerability', which together determine interdependence. To gauge the level of interdependence between North Korea and international society, this paper first analyzes the economic, political and international interactions between the two actors, and then analyzes the normative interactions of these areas and their possible effects on one another. The analysis will show that finding mutual interest between the two actors is necessary for promoting positive interdependence by enlarging the sensitivity interdependence between the two. International society seeks verifiable, actual improvement of the human rights situation in North Korea, and North Korea wants security assurances, which means an international commitment toward lowering the North Korean regime's degree of vulnerability once its human rights policies have been altered. By successfully finding mutual interests, positive interdependence between North Korean and international society will be promoted.
