자본주의 다양성이 조세체제의 다양성을 낳는가? 이 연구는 자본주의 다양성과 조세체제의 다양성의 상관성을 분석하고자한다. 자본주의 다양성 연구의 이론적 논의들을 조세제도와 정책의 관점에서 재해석하면서, 이 연구는 국가들의 조세체제를 비교할 수 있는 네 가지의 지표들을 제안한다. 총조세수준, 노동조세수준, 자본조세의 가시성, 조세구조의 역진성이라는 네 지표를 사용해 OECD 국가들 중 CME와 LME로 분류된 국가들의 조세체제를 비교한 결과 세 가지 경험적 발견을 했다. 첫째, 조세수준의 측면에서 총조세수준과 노동조세수준은 CME와 LME의 조세체제를 구분하는 유용한 지표가 될 수 있다. 모든 CME 국가들은 LME 국가들에 비해 상대적으로 높은 총조세수준과 노동조세수준을 보였다. 단, LME 국가들 중 영국과 캐나다는 예외적이었다. 둘째, 조세구조 측면에서 재산세 비중으로 측정된 자본조세의 가시성은 CME국가들에서 높고, LME국가들에서 낮다. 이는 자본조세부담완화라는 CME의 특성을 확인할 수 있는 것이었다. 셋째, 조세체제의 시계열적 변화를 관찰했을 때, 총조세수준과 노동조세수준은 CME와 LME 모두에서 매우 안정적인 지속성을 보인 반면, 자본조세의 가시성과 조세의 역진성은 시간의 맥락에 민감한 보다 동태적인 특성을 보였다. 결론적으로 이 연구는 자본주의 다양성과 조세체제 다양성 사이의 의미 있는 상관성을 발견했으며, 이에 대한 보다 깊이 있는 탐구의 필요성을 제안한다.

Do the varieties of capitalism generate the varieties of tax systems? This study attempts to analyze the relationship between the varieties of capitalism and the varieties of tax systems, developing the four empirical indicators to make a comparative analysis of national tax systems possible. This study found the following empirical findings to capture important differences between two types of capitalism (CME vs. LME) in terms of their national tax systems among OECD countries. The first finding is that the coordinated market economies have higher tax levels and higher levels of labor taxation than the liberal market economies with some exceptional cases such as Canada and Britain. The second one is that capital tax visibility is more visible in the coordinated market economies than the liberal market economies, confirming the theoretical argument that the coordinated market economies are more concerned about the moderation of capital taxation. The third finding is that while tax levels are very stable over time, tax structures show their dynamics over time in both types of capitalism. In conclusion, this study strongly suggests that we need to explore the correlations between the varieties of capitalism and the varieties of tax systems further on the basis of important empirical findings provided by this study.
