본 논문의 목적은 한국의 사회복지행정이 역사적으로 어떻게 변천되어 왔는가에 대해 살펴보기 위해 한국의 역사적 변혁기에 시대별, 정부별로 그 범위와 내용을 역사적인 입법 변천에 초점을 두고 있다. 그리고 사회복지행정에 있어서 선진국가의 제도적인 관점에서 한국 사회복지행정과 제도에의 시사점과 발전적인 대안을 모색하였다. 결론적으로 사회복지행정은 역사성의 논리가 지배하며 이는 정부의 정책이 결정되면 그것은 이후로도 지속적으로 차후의 정책결정에 영향을 미치게 된다는 것이다. 특히 근대적 의미의 구빈제도인 '조선구호령'이 제정된 이후 한국의 사회복지행정을 5단계로 구분하여 고찰된 면이 그러하다. 한국사회복지행정의 발전적 고찰을 통해서 볼 때 사회복지행정의 과제는 지방정부가 지역특성에 맞는 사회복지계획을 수립하여 시행할 수 있도록 자치능력을 키워나가야 한다. 중앙정부와 지방정부의 사회복지를 위한 역할도 적절히 부담되어야 한다. 사회복지서비스전달체계의 적정관리와 민관파트너십이 필요하다. 역사적인 제도에서의 영국이나 미국과 같은 합리적 제도주의 선택에 있어서 공식적인 측면의 외생적인 선호를 형성하면서도 인지적 측면에서 합리적 선택의 비공식적인 측면이 동시에 고려되어야 한다. 무엇보다 정부의 집권과정에서 행정의 이념이 민주화 수준에서 이루어 져야 한다. 따라서 내외생적인 측면의 절충성에 의한 자발적인 참여와 문화가 민간파트너십으로 발전시켜나가야 할 것이다.
The purpose of this paper is to analyze and suggest to Korean social welfare administration in history the changes by age-specific cyclical periods and governments. And how social welfare administration was developed in the United Kingdom and the United States of the developed countries. we want to know to build Administrative system of social welfare in Korea with seeking alternatives criticism of the system. Through the change history of the development of the welfare state and social welfare administration was described as various historic discussion. Especially the Social Welfare Administration separated by five steps since the enactment of chosun poor protection. Korean social welfare administration when viewed through the study of social welfare administration tasks on local characteristics which the local government social welfare plans to be implemented by governments to increase our ability to get out. The tasks of social welfare administration increase our ability to self-government should get out according to implement plans of central and local government for the welfare of the society. Appropriate management of social welfare service delivery system and public-private partnerships are needed. The responsibility of social welfare organizations in accordance with the needs and expectations of administrative knowledge and skills should be presented systematically . Above all, the establishment of an integrated service delivery strategy with the establishment of case management and service coordination through is required. As the restructuring strategy of the administrative system should be designed services agencies in the cooperation system. For this, administrative structure of the reform strategy should be provided. A positive social welfare system should therefore be introduced as early as advanced countries.
