This study is about local festival governance not by a binary approach of the civilian or government sector, but by the cooperation of both. Therefore formative elements for the construction of local festival governance have been deduced and what effects those elements give to festival outcome and development have been studied. Thus, as for the festival governance formative elements, partnership, system establishment and support, participation guarantee and transparence have been deduced, and the regional festival governance has been analyzed to give a meaningful effect on festival outcome and development. Especially, the greatest effect was system establishment and support in festival outcome, and partnership in festival development. The festival development has been studied to give a meaningful effect on festival outcome. Especially, It was analyzed that in the development, the elements of product possibility of festival material give the greatest effect on festival outcome.
