Major purpose of this study is to identify the proportion and characteristics of beneficiaries of public housing policy based on housing accessibility and affordability. In addition, we evaluate the effectiveness of restrictions in income and asset levels of occupants in application for occupancy of public housing. Through empirical analyses, we found that current restriction in asset standard is less binding than that in income. Also we found that the proportion of eligible households with the accessibility and affordability for 74㎡ public housing was reduced from 13.7% to 4.0% and that of 59㎡ decreased from 19.5% to 7.9% by applying income and asset restrictions together. Based on these findings, we suggest a new combined form of income and asset eligibility criteria for those subject to housing policy. And these criteria should be set according to the house size at the time of housing supply.
