이 글은 부산지역의 고용불일치 특징과 일자리창출 정책을 검토하고, 이에 대한 정책적 시사점을 제시하는데 목적이 있다. 분석결과는 다음과 같이 요약된다. 첫째, 부산의 고용수준은 산업특성별로 뿐만 아니라 인적특성별로도 서울과 전국평균에 비해 매우 열악하다. 둘째, 부산의 고용불일치는 연령별, 학력별, 직종별, 숙련별 인력수급 불일치뿐만 아니라 기업의 훈련수요와 실업자 및 훈련기관간의 훈련수급 불일치 역시 심각한 것으로 나타났다. 셋째, 부산의 규모별 일자리 창출과 소멸분석에서는 일자리 양극화의 가능성을 보여주었다. 넷째, 부산과 오사카의 지역고용정책 비교분석에서는 외형상으로 유사한 고용 및 일자리창출정책을 펼치고 있으나, 내용상으로는 상당한 차이가 있었다. 이상의 분석결과에 기초하여 향후 부산의 고용불일치 해소와 일자리 창출 활성화를 위해 요구되는 정책방향을 제시하였다.


This paper aims to examine the characteristics of employment mismatch and the policy of job creation in Busan, and to present the basic policy on this problem. The result of this analysis can be summarized as follows. First, the employment conditions of Busan is much inferior to that of Seoul and the national average, not only by industrial characteristics, but also by human characteristics. Second, the employment mismatch of Busan which classified by not only the demand and supply mismatch of manpower by age, scholastic ability, occupation, skill, but also the demand and supply mismatch of job training between the firms, the unemployed and the training institutions is serious as well. Third, the analysis of job creation and extinction by size in Busan shows the possibility of job polarization. Fourth, in the comparative analysis of regional employment policy between Busan and Osaka, they seem to have a similar employment and job creation policy, but there is a huge difference. According to this analysis, I proposed the basic policy to solve the employment mismatch of Busan and to motivate job creation.
