Under Yeltsin the Oligarchy emerged as power elite. It was a small group of conglomerates and turned state properties into its ownership in conspiracy with the Yeltsin Family. But as Putin came into power Siloviki emerged as a new political elite. Siloviki means the elite coming from military and security agency. This paper analysed the change of Russia's power elite and found its reason in both the change of social structure and the changing type of elite rent-seeking. While the Oligarchy pursued their interests by capturing weak state the Siloviki did by reverting to the state. This paper also classified the power elite under Putin into Siloviki, Technocrat, and Liberalist. As the binding factor of these factions is etatism, the separating factors are social background and reform perspective. The reason why these factions coexist peacefully is that the etatism solidifies them and makes stable the rent-seeking of all the participant factions possible.
