This paper has a purpose to analyze the aspects and implications of Russian government's policies toward Russians in Near Abroad which are based upon the fundamental features of Russia's policies toward Russian abroad, with the considering of Russian Koreans(Koryoin). For achieving this aim, definition of Russian abroad in governmental level and the agencies whom may it concerns, the Nationality Laws, the President Yeltsin's and Putin's policy on Russian abroad, and Korea's assistance to Russian Koreans should be discussed. Russia's situations is reflected different environment in oversea's compatriots when the two countries, Korea and Russia is compared with the policies, because Russia is the largest muti-national state in the world. Nevertheless, the low birthrate, shortage of working power and increase of old generation are common in the two countries, so lessons can be find out from the many devices for the correcting current problems. Those things are first, Russians abroad are considering for substitutes as domestic working power instead of foreign workers whom they are considered to make social problems in Russian society. Secondly, the dual nationality policy has impressiveness to Korea. Thirdly, the governmental agencies which it concerns to overseas Russian are various in the legislative, the presidential, administrative, and even local governmental level, and all these public organizations assisting non-governmental organizations' activities in civil society. Fourthly, devices for improving conditions of Russian Koreans has to be done in the long term, with the thinking on the other minorities in Russian society.
